About The Position

Our Digital Modernization Division is an information technology and management consulting department that offers integrated, strategic solutions to its public and private-sector clients. ICF has the expertise, agility, and commitment to design, build, and operate high-performance IT engines to support all aspects of our client’s business. The Program Manager will provide overall leadership and direction for a government contract, ensuring delivery of program objectives, compliance with federal requirements, and alignment with agency mission goals. This role is responsible for managing scope, schedule, budget, staffing, risk, and performance while serving as the primary point of contact between the government client and the contractor’s leadership team. Job Location: Remote, however, strong preference for candidates who live in the Washington DC Metro Area. There will be occasional onsite meetings on the client site in Washington, DC. If you accept this position, you should note that ICF does monitor employee work locations blocks access from foreign locations/foreign IP addresses and prohibits personal VPN connections.

Requirements

  • U.S. Citizenship due to federal contract requirements
  • Candidate must reside in the U.S., be authorized to work in the U.S., and all work must be performed in the U.S.
  • Candidate must have lived in the U.S. for three (3) full years out of the last five (5) years.
  • Bachelor’s degree in Business Administration, Management, or related field.
  • Minimum 7 years of program management experience within a federal agency.
  • Experience supporting DOI, USDA and/or USFS Geospatial or GIS experience is strongly preferred
  • Highly effective analytical, problem-solving, and decision-making capabilities.
  • Excellent communication and interpersonal skills to interface effectively at all levels of the business.
  • Organized, detailed oriented and able to prioritize and multi-task.

  • Proficiency in project management tools and MS Office Suite.
  • Certified Project Management Professional (PMP) or Program Management Professional (PgMP).
  • Experience with federal budgeting and procurement processes.
  • AI Strategy & Delivery Demonstrated experience integrating AI/ML capabilities into digital modernization programs, including assessing feasibility, risks, governance implications, and resource needs.
  • Ability to translate government mission needs into AI-enabled solutions, working with technical teams to define scope, requirements, and success criteria.
  • AI-Enabled Program Planning & Execution Skilled in using AI-assisted tools for planning, such as risk forecasting, milestone tracking, requirements analysis, and scheduling optimization.
  • Demonstrated ability to leverage generative AI tools (e.g., ChatGPT, Claude, Gemini, GitHub Copilot) to improve team productivity, documentation quality, and decision-making.
  • AI in Stakeholder & Change Management Experience using AI-powered tools to support communications plans, change management strategies, and stakeholder understanding of technical concepts.
  • Comfortable coaching teams in the safe and effective use of AI tools, including prompt engineering, workflow integration, and best practices.
  • AI-Enhanced Documentation & Technical Artifacts Ability to use AI tools to produce or refine project documentation, such as business cases, concept papers, briefings, SOPs, user stories, and acquisition materials.
  • Understanding of how to maintain human review and quality control when using AI to generate artifacts.

Responsibilities

  • Lead program planning, execution, and delivery in accordance with government contract requirements, milestones, and performance standards.
  • Oversee program operations including staffing, task management, resource allocation, and subcontractor coordination.
  • Develop and maintain project roadmaps, plans, schedules, and performance tracking tools; ensure timely delivery of contract deliverables.
  • Manage program budgets, cost controls, and financial reporting in alignment with contract guidelines.
  • Identify and mitigate risks, issues, and dependencies that may impact program success.
  • Ensure compliance with all federal regulations, security requirements, and quality standards.
  • Provide leadership, coaching, and mentorship to project managers, technical leaders, and contract staff.
  • Prepare and deliver program status briefings, reports, and metrics to government stakeholders and internal leadership.
