About The Position

The ACT Program Manager leads with compassion and vision to support a multidisciplinary team in delivering high-quality, evidence-based services that promote safety, stability, self-determination, and meaningful community living in the least restrictive environment possible. The Program Manager maintains awareness of external system changes affecting service delivery, fidelity, funding, and growth opportunities, collaborating with organizational leadership to advance the mission, vision, and values of the program and agency aligning with MN statute.

Requirements

  • Knowledge of mental illness and the needs of people with mental illness.
  • Ability to develop and maintain, open, and approachable lines of communication with clients and staff, and provide a friendly environment for visitors.
  • Demonstrated skill in participative management and supervision of staff.
  • Community-based, recovery-oriented delivery models that align with agency mission.
  • Knowledge of Minnesota statutes, DHS guidelines, county contracts, and policies governing ACT and Youth ACT services.
  • Knowledge of ACT and Youth ACT fidelity standards and quality assurance expectations.
  • Program-level budget oversight, financial accountability, and productivity management.
  • Integrated behavioral health care, including co-occurring mental health and substance use conditions.
  • Community, social service, and natural support resources across Ramsey and Dakota Counties.
  • Strong written and verbal communication skills, including composing, proofreading, and editing.
  • Presentation and meeting facilitation skills.
  • Ability to work as a proactive and positive member of a team to deliver quality services.
  • Ability to maintain confidentiality of organization, personnel information, and client data.
  • Ability to use sound judgment and maintain healthy professional boundaries.
  • Analytical and problem-solving skills.
  • Ability to meet deadlines and set priorities.
  • Proficiency with a variety of web-based software and databases, including Microsoft Office Suite.
  • Bachelor’s degree in the behavioral sciences (we will consider candidates with significant relevant work experience in place of a degree).
  • 5 years of experience leading the provision of services to people with mental illness is required (3 years of which must be in housing-related work).
  • Previously professional experience providing supervision to employees.
  • Must not be actively receiving services from Guild and must not have received services within the last two years.
  • A valid Class ‘D’ Driver’s License, reliable vehicle, satisfactory driving record and necessary insurance.
  • Must be willing to work some evenings and weekends as needed.

Responsibilities

  • Lead and support ACT Team Leaders in defining shared responsibilities and effective team functioning.
  • Provide clinical consultation and guidance to address complex mental health and chemical health needs.
  • Engage staff in change management, continuous improvement, and solutions-focused problem solving.
  • Assess safety, risk, and vulnerability related to mental health symptoms, substance use, and environmental factors.
  • Build rapport and trust with adults, youth, and families through compassion, respect, and authenticity.
  • Balance independent decision-making with appropriate consultation and escalation of high-risk situations.
  • Communicate clearly and effectively with clients, team, families, community partners, and medical providers.
  • Manage competing priorities, meet deadlines, and adapt to rapidly changing service demands.
  • Promote an inclusive, diverse, culturally competent, and respectful work environment.
  • Support and exhibit Guild values of empowerment, dignity, collaboration, innovation, and perseverance.
  • Other duties as assigned.
