About The Position

CRI is seeking an experienced Program Manager to lead and oversee a comprehensive federal acquisition and procurement support program. This individual will serve as the primary interface between CRI and government stakeholders, ensuring high-quality delivery of acquisition lifecycle support services. The Program Manager will provide strategic leadership, manage staff performance, oversee contract execution, and ensure compliance with Federal Acquisition Regulations (FAR) while driving continuous process improvement. The ideal candidate brings strong leadership experience within federal acquisition environments, demonstrated success managing complex support contracts, and the ability to coordinate across program offices, contracting officers, and technical teams.

Requirements

Bachelor’s Degree and 8+ years of experience in federal acquisition, procurement, or program management.
Expert knowledge of the Federal Acquisition Regulation (FAR) and federal procurement processes.
Demonstrated experience managing federal contracts and leading multi-disciplinary support teams.
Advanced proficiency with Microsoft Office Suite.
Ability to obtain and maintain a Public Trust clearance.

Master’s Degree.
One or more professional certifications: DAWIA Level III FAC-C Level II or III CFCM or CPCM PMP
Experience supporting civilian federal agencies and complex acquisition programs.

Responsibilities

Serve as the primary point of contact for the Government Contracting Officer’s Representative (COR) and other designated officials.
Provide overall program leadership, planning, execution, and oversight to ensure contract requirements, deliverables, and performance metrics are met or exceeded.
Manage contract scope, schedule, staffing, and cost controls to ensure successful program execution.
Prepare and deliver required program deliverables, including status reports, performance metrics, briefings, and issue resolution plans.
Oversee and ensure high-quality support across all acquisition lifecycle activities, including: Requirements development and document validation Pre-solicitation documentation (APs, IGCEs, market research, SOWs, PWS, SOOs, QASPs, evaluation criteria, J&As, and other acquisition artifacts) Proposal evaluation advisory support to program offices and Source Evaluation Teams (SET), as authorized by the Contracting Officer
Ensure all acquisition activities comply with FAR, agency policy, and best practices.
Maintain effective working relationships with government program offices, contracting officers, technical subject matter experts, and CRI leadership.
Facilitate regular meetings, briefings, and reviews to ensure alignment, transparency, and timely issue resolution.
Proactively identify risks, issues, and dependencies, and communicate mitigation strategies to stakeholders.
Lead, mentor, and manage acquisition support staff, ensuring appropriate staffing levels, skill alignment, and professional development.
Conduct performance management activities, including goal setting, feedback, and performance reviews.
Support recruiting, onboarding, and training efforts to ensure workforce readiness and continuity.
Identify opportunities to improve acquisition and contracting processes, workflows, and deliverable quality.
Implement approved process improvement initiatives and monitor effectiveness.
Establish and maintain quality control standards to ensure consistency, accuracy, and compliance across all acquisition support outputs.
Oversee the development and delivery of acquisition knowledge sharing and training sessions for agency personnel.
Ensure training content addresses all phases of the acquisition lifecycle and aligns with agency needs and priorities.
Ensure accurate data collection, validation, and management across acquisition activities.
Utilize centralized data repositories to support reporting, performance tracking, and informed decision-making.
