The Program Manager will work with the Deputy Director of Advanced Capital Planning and the Program Manager of Sponsor Engagement to support the Sponsor agencies in planning their capital needs and address Citywide strategic goals for public buildings, including, but not limited to: - Building Conditions - Accessibility - Coastal and stormwater resiliency - Energy use reduction and decarbonization Duties include providing expertise in design and construction and lead a team of experienced technical staff who perform facility assessments of sponsor agency portfolios. Through review of sponsor programmatic needs, operation and maintenance requirements, energy use, and analyses of existing building conditions, selected candidates will develop a comprehensive understanding of the capital needs of each building to advise in the preparation of future funding requests and building lifecycle budget planning. Responsibilities include defining necessary scope in the design and construction of diverse building types, especially older buildings from the 19th and 20th century, leading team(s) conducting in-depth building surveys, identifying deficiencies, and prioritizing funding. Selected candidate will work with a cost estimating team to produce fully itemized facility assessment reports and cost estimates suitable for budget planning purposes.

  • Provide expertise in design and construction.
  • Lead a team of experienced technical staff who perform facility assessments of sponsor agency portfolios.
  • Develop a comprehensive understanding of the capital needs of each building to advise in the preparation of future funding requests and building lifecycle budget planning.
  • Define necessary scope in the design and construction of diverse building types, especially older buildings from the 19th and 20th century.
  • Lead team(s) conducting in-depth building surveys, identifying deficiencies, and prioritizing funding.
  • Work with a cost estimating team to produce fully itemized facility assessment reports and cost estimates suitable for budget planning purposes.
  • Only candidates who are permanent in the Administrative Project Manager title or those who are reachable on the Open-Competitive List (Exam #8042) may apply.
  • A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
  • A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
  • Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above.
