The Program Manager (level 3) at Northrop Grumman is responsible for overseeing multiple manufacturing projects, ensuring adherence to cost, schedule, and execution standards. This role involves leading prime contracts and high visibility Intercompany Work Orders (IWOs) for aviation support equipment, managing risks, and developing customer relationships. The position requires coordination across various phases of project execution, from proposal development to contract closeout, while fostering a collaborative environment within a multi-disciplinary team.

  • Adhere to all internal processes for Program Management.
  • Direct the work of employees assigned to the program from technical, manufacturing, and administrative areas.
  • Develop and adhere to Integrated Master Schedules (IMS).
  • Develop and adhere to budget baselines utilizing Earned Value Management (EVM) methodologies and tools.
  • Implement and adhere to contractual Change Management policies.
  • Coordinate Contract Change Board activities internally and with the customer.
  • Develop and manage risk and opportunity registers for individual contracts.
  • Develop and deliver presentations to customers, management, and other program stakeholders.
  • Execute FFP/CPFF proposals and contract types.
  • Lead proposal development and capture planning.
  • Create, review, and finalize the program Statement of Work.
  • Negotiate and establish schedule milestones, payment, and other key contract terms.
  • Cultivate customer relationships and intimacy.
  • Analyze complex problems and develop solutions.
  • Prioritize and adjust tasks to accomplish project results.
  • Lead and develop cross-functional teams.
  • Communicate effectively with all levels of management and individual contributors.
  • Participate in developing financial forecasts and resource plans.
  • Develop and execute plans to scale the manufacturing organization.
  • Bachelor's Degree and 10 years, or Master's and 8 years' experience supporting U.S. Government contracts and customers, or 16 years of relevant experience in lieu of a degree.
  • Active/current DoD Top Secret clearance.
  • 5 years of demonstrated success leading teams in a manufacturing environment.
  • 5 years of experience leading tasks on schedule and at cost as project lead or cost account manager.
  • Experience with Earned Value Management (EVM) methodologies and tools.
  • Experience managing communications with stakeholders to ensure program information is effectively shared and understood.
  • Ability to address uncertainty through organized and analytical approaches to risk management.
  • Ability to plan for and manage resources needed to satisfy program requirements.
  • Bachelor's Degree in Mechanical or Systems Engineering.
  • Current Special Program Access (PAR).
  • Demonstrated Process Development and Improvement experience.
  • Experience with DOD Contracts.
  • Direct Commercial Sale or Foreign Military Sales experience.
  • New business development/capture and/or proposal development experience.
