About The Position

What You'll Do As the Program Manager I – Business Application Specialist , you'll serve as a subject matter expert for critical utility business applications, ensuring systems are integrated, reliable, secure, and aligned with operational and regulatory needs. You'll collaborate across departments and with external vendors while helping lead and mentor technical staff.

Requirements

  • Associate degree in Civil Engineering Technology, Computer Science, GIS, or a related field OR Bachelor's degree in Computer Science, Engineering, or a related discipline
  • Equivalent combinations of education and experience will be considered
  • Two years of experience in software application implementation, development, or support
  • Business application administration and integration
  • AMI and Temetra systems (or ability to quickly learn)
  • CIS billing systems, APIs, scripting, and data integrations
  • GIS environments and Cityworks
  • Data analysis, QA/QC, reporting, and visualization
  • Power BI, Python, SQL, APIs, automation tools, and analytics platforms
  • Strong documentation, communication, and problem-solving skills

Nice To Haves

  • GISP, PMP, ArcGIS Pro, PCAP, ITIL 4 Foundation, or similar

Responsibilities

  • Manage system integrations, data flow, and automation between utility applications, billing platforms, dashboards, and databases
  • Oversee water meter reading software, ensuring accurate provisioning, data validation, reporting, and KPI tracking
  • Act as the primary liaison with vendors, IT teams, and field staff for upgrades, configurations, testing, troubleshooting, and support
  • Manage the full data lifecycle, including standards, imports, quality control, security, documentation, and retention
  • Develop reports, dashboards, analytics, and visualizations to support operational, regulatory, and billing needs
  • Troubleshoot application, data, and connectivity issues and coordinate timely resolutions
  • Support GIS and Cityworks administration, configuration, maintenance, and user support
  • Mentor staff, coordinate workloads, provide training, and support best practices across business application teams
  • Supervise assigned direct-report employees
  • Recruit, interview, hire, train, and mentor staff
  • Conduct performance evaluations and provide constructive feedback
  • Address discipline and termination in accordance with City policy
