About The Position

This role provides submarine systems and R&D expertise in support of our active contract with the U.S. Navy in the Washington, DC area. We are searching for an experienced Program Integration Liaison to serve as the central integrator between NUWC Code 25, PMS 425, and the SSP SLCM‑N program offices. This position provides daily project management and technical coordination support for the design development and R&D planning of future attack submarines newly authorized program of record. This role will ensure secure, accurate, and timely information flow across organizations; synchronizes engineering and programmatic priorities; and accelerates issue resolution to support system development, testing, delivery, and fleet readiness. The Program Integration Liaison will play a mission-critical role in enabling coordinated execution across the Submarine Warfare Federated Tactical Systems (SWFTS) enterprise and the SLCM‑N program.

Requirements

  • An active DoD Security Clearance at the SECRET level or higher.
  • Bachelor’s degree in engineering, technical management, or related field.
  • 8+ years of experience supporting weapons system integration across NUWC, NAVSEA, SSP, or other DoD agencies.
  • Demonstrated experience coordinating technical, programmatic, or test activities across multi‑organization Navy programs.
  • Excellent verbal and written communication skills, as well as presentation skills.
  • Strong analytical and problem-solving skills, with the ability to interpret technical documentation and data.
  • Must be highly reliable and demonstrate personal initiative to operate in a fast-paced team environment with changing priorities.
  • Ability to work independently and manage multiple priorities in a dynamic, fast-paced environment.
  • Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, Sharepoint, and Outlook software.
  • Comfortable learning and adapting to new technologies or systems quickly.
  • Attention to detail and commitment to producing high-quality work.
  • Strong analytical and problem-solving skills, with the ability to interpret technical documentation and data.

  • Master’s degree in engineering, systems engineering, program management, or related discipline.
  • Experience supporting Submarine Warfare Federated Tactical Systems (SWFTS) development, integration, or sustainment.
  • Familiarity with submarine combat systems, strike systems, or nuclear‑capable weapon system programs.
  • Experience with configuration management, ICD development, or verification/validation processes.
  • Prior experience supporting PMS 425, NUWC Code 25, or Strategic Systems Programs.

Responsibilities

  • Stakeholder Integration & Communication:
  • Provides day-to-day project management support for future attack submarines design development and R&D planning Serve as the day‑to‑day point of contact between NUWC Code 25, PMS 425, and SLCM‑N program offices.
  • Generates strategic and detailed programmatic documentation, schedules, and plans, and plays a key role in coordinating action between the project management and financial staffs and the technical and R&D teams. Generates strategies, plans, schedules, and briefing materials to support the SSN(X) technical and R&D teams’ near- and long-term planning efforts.
  • Facilitate meetings, briefs, technical exchanges, and decision forums across government and industry partners.
  • Translate complex technical information into clear, actionable program communications for leadership and IPTs.
  • Compiles and coalesces a vast array of inputs from various stakeholders into cohesive draft reports, briefs, and other products, often with very short turnaround times. Maintain synchronized communication rhythms, including battle rhythm events, and action trackers.
  • Coordinate requirements development, clarification, and change requests across NUWC engineering teams and program offices.
  • Track and deconflict configuration baselines, ICDs, specifications, test plans, and verification artifacts.
  • Ensure alignment between evolving system requirements and integration pathways across SWFTS and SLCM‑N.
  • Coordinate system engineering reviews (SE reviews, TRRs, DRs, FRRs) and test events across NUWC facilities, including lab, land‑based, and at‑sea trials.
  • Ensure test data, findings, and corrective actions are captured, shared, and dispositioned across stakeholders.
  • Support alignment of funding profiles, spend plans, and EVM reporting with integrated schedules.
  • Manage task planning and budget execution for SLCM‑N efforts.
  • Compiles tasking proposals received by NUWC Code 25, PMS 425, and the SSP SLCM‑N program offices from across the submarine enterprise and generates high-level summary documentation used by the customer to prioritize them and determine funding levels for the next fiscal year. Tracks execution of tasking throughout the current year and documents receipt of deliverables.
