About The Position

Manages the activities of the program finance, cost control and program scheduling function in federal government contract environment. Performs complex financial analysis of budgets and schedules needed to meet contractual/project requirements for assigned program or programs. Develops and maintains reporting and analysis systems to guide the financial management of individual programs and contracts to achieve company objectives. Assesses program performance and tracks the performance against program budgets. Acts as a key technical expert on financial analysis issues. Coordinates, negotiates, and resolves financial compliance issues with various governmental agencies to ensure accurate interpretation of contract requirements. Establishes and defines program plan requirements for assigned work. Coordinates interdepartmental development of program plans and interfaces with vendors and customers as required. Monitors and reports performance against plans to ensure that contractual cost and schedule objectives are met. Provides reporting of key program metrics to senior management. The Program Finance Senior Advisor provides financial analysis and support in a fast-paced and dynamic customer environment. This position will manage the customers’ Spend Plan and Budget activities. Support the customer with tracking expenditures, initiating budget builds, tracking funding requests, running reports, assisting with preparation of briefings to Front Office, as well as attending and participating in these briefings with customer management. Proactively communicate daily with project managers, COTRs, and customer management. Work with the Front Office team to integrate and track financial /budget data with strategic plans Work within a high-visibility position in a very high-energy, fast-paced, mission focused area. Function as the go-to person for all budget-related questions. Work with internal and external financial organizations to gain insight into a complicated external funding process. Prepare metrics and dashboards to communicate progress and status

Requirements

  • TS/SCI with Polygraph level clearance is required
  • Minimum of 12 years with BS/BA; Minimum of 10 years with MS/MA; Minimum of 7 years with Ph.D.
  • Business/Financial background
  • In depth understanding of the customer and community’s financial systems and processes
  • Experience in financial oversight and analysis including budget builds, funding requests, expenditure tracking and projections
  • Expertise in financial reporting methods including building and running reports, support preparation of briefings for Executive-level personnel
  • Experience developing relevant dashboards and integrating data to portray strategic projections utilizing Tableau and/or PowerBI or equivalent
  • Experience in creating business rhythms and conducting financial meetings
  • Effective communication skills and the ability to respond to spontaneous requests from management for real time budget status information
  • Experience being the central POC for all group financial transactions including routing for funding packages, acceptance documents and de-obligation/closeout actions
  • Highly proficient in Excel
  • Excellent written and oral communication skills
  • Initiative-taker requiring minimal oversight and direction to execute independent projects
