About The Position

Parsons is looking for an amazingly talented Program Manager to join our team to support a large government customer in successfully delivering on a significant infrastructure portfolio in the Southwest U.S. region with potential support to the Northwest and other CONUS locations. In our anticipated role, Parsons will provide Construction Management Services including construction site visits and inspections, inspection reports (quality assurance, safety oversight), submittal reviews, request for information (RFI) reviews, schedule reviews and analysis, cost estimating, technical analysis, systems acceptance and other supporting services to achieve program success. This program is primarily aligned in the San Diego, CA area and this position will require either co-location or extensive travel

Requirements

  • BS degree and 15+ years’ experience with progressive experience in design, construction, and construction management
  • Leadership & Governance: Expert in creating, managing, and implementing effective controls, standards, reporting structures, and KPIs to ensure program alignment with strategic goals.
  • Proven experience as a Construction Manager for large construction programs.
  • Extensive experience working in program management and construction management roles, with a deep understanding of proprietary systems, best practices, and commitment to quality and safety.
  • Stakeholder Management: Track record of building consensus and maintaining effective relationships with high-level clients, government entities, subcontractors, construction general contractors, and regulatory bodies.
  • Operational Excellence: Deep commitment to HSE (Health, Safety, and Environment) leadership, ensuring a zero-incident culture. Champion the integration of cutting-edge construction technologies (BIM, digital project management tools) to drive efficiency.
  • Directly involved in the construction and PMO oversight of major infrastructure programs.
  • Extensive Experience with Profit and Loss (P&L) management.
  • Excellent written and oral communications skills
  • Advanced leadership skills with ability to perform in a senior management capacity
  • Must have strong background in Federal Government contracting, including acquisition and procurement processes related to construction including to include experience with pricing strategy and negotiation techniques.
  • Ability to organize and direct outcomes in a matrixed organization.
  • Ability to effectively manage multiple simultaneous projects and staff in geographically dispersed locations.
  • Must be a US Citizen and able to pass any required federal background checks.

Nice To Haves

  • BS Degree in Engineering, Construction Management, or related field
  • 15+ years of progressive experience in relevant areas including design, construction, construction management, and project/program management
  • Professional Registration is preferred (PE or RA)
  • Relevant Certification is preferred (PMP and/or CCM)

Responsibilities

  • Serves as the primary contact with client representatives, subcontractors, and government representatives for program-related activities.
  • Maintains strong client and community relations.
  • Keeps alert to possible problem areas and takes preventative action to ensure that critical milestones are met for each phase of the project.
  • Works closely with the government COR to resolve potential issues.
  • Prepares periodic reports summarizing progress of project and program activities for higher-level management and clients.
  • Serves as Program Manager for the IDIQ contract.
  • Directs subordinate Project Managers/Task Order Managers, supports related growth and business development efforts, supports related task order proposal efforts.
  • Assesses present and future project needs, trends, and challenges; determine resources required to meet project objectives; direct efforts to acquire and retain necessary resources to meet project performance metrics.
  • Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
