About The Position

As one of the largest IT and mission services providers to the government, GDIT enables healthcare organizations to identify their opportunities. The Program Director (Scientific Staffing Program Director) will provide overall leadership and guidance for contract management activities for a contract supporting NIH professional services. This role encompasses program and operational management, accounting oversight, contract oversight, program recruiting tasks, immigration, onboarding/offboarding employees, subcontractor management, customer reporting/deliverables, travel, training, solving critical problems, and mediating any potential conflicts. The Program Director will possess the authority to make decisions for the contractor’s organization in response to Government issues, concerns, and comments, and will proactively alert the Government to potential contractual or programmatic, and resource limitations issues.

Requirements

  • Bachelors degree and 12+ years experience managing government contracts involving delivering technical services supporting life science research
  • 15+ years of related experience
  • Demonstrated experience supporting business development and task order responses for large, high throughput BPA or IDIQ contracts
  • Demonstrated experience hiring, retaining, and managing 100+ employees
  • Located in the DMV area and ability to be on client site in Bethesda MD as required and within 2 hours of request by the client
  • Ability to obtain public trust clearance

Nice To Haves

  • Demonstrated experience hiring Bachelor, Masters, and Doctoral level life scientists across diverse disciplines (e.g., biology, biochemistry, molecular biology, veterinary science, chemistry, clinical research)
  • Demonstrated experience supporting high-throughput staffing requirements (i.e., >10 simultaneous positions on an ongoing basis) with rapid turn arounds (1 – 14 days)
  • Effective oral and communication skills and ability to present and engage at a Government and Contract leadership level

Responsibilities

  • Provide overall leadership and guidance for contract management activities for our contract supporting NIH professional services
  • Program and operational management (annual reviews, performance improvement plans, conflict management)
  • Accounting oversight (invoicing, time cards)
  • Contract oversight (main contract execution and subcontracts)
  • Program recruiting tasks (managing recruiters and job requisitions, conduct interviews and review candidates)
  • Immigration (Visa and Permanent Residence sponsorships)
  • Onboarding/offboarding employees (hiring, terminations)
  • Subcontractor management
  • Customer reporting/deliverables (interacting with the Contracting Officer (CO), Contracting Officer's Representative (COR) and Contracting Officer’s Technical Representative (COTR) as frequently as needed)

  • Mediating any potential conflicts
  • Make decisions for the contractor’s organization in response to Government issues, concerns, and comments
