About The Position

One Federal Solution is seeking a Program Director to join our team in Washington, DC. The Program Director monitors cost, schedule, and performance to ensure successful service delivery, while preparing and delivering regular performance and production reports to OFLC leadership and the Contracting Officer’s Representative (COR). The role also includes proactively identifying risks, proposing effective solutions, and leading interoperability planning to optimize resource allocation across business lines based on seasonal workload patterns.

Requirements

  • 7–10+ years of program/project management experience
  • Graduate degree (JD, MBA, or MPA)
  • PMP certification (active)
  • Minimum: Bachelor’s degree (required)
  • Experience managing large-scale government contracts (ideally federal)
  • Experience managing 50+ person workforces (this contract has ~53 FTEs)
  • Experience in immigration, labor certification, case processing, or adjudication environments (DOL/OFLC, USCIS, DOS, or similar agencies)
  • Experience with workforce interoperability / cross-utilization (shifting resources across business lines based on seasonal demand)
  • Experience preparing performance and production reports for government clients
  • Experience with quality control programs and performance metrics/SLAs
  • Strong stakeholder management skills — this person will interface directly with senior OFLC government leadership
  • Experience managing geographically dispersed / remote teams (staff work remotely and on-site in Washington, DC)

Responsibilities

  • Manage and implement all aspects of the contract's requirements
  • Coordinate activities and schedules of Project Managers across multiple visa programs (H-2A, H-2B, CW-1, PERM)
  • Set project deadlines, assign responsibilities, and shift staff according to the needs of the visa programs
  • Monitor overall cost, schedule, and performance of all services delivered
  • Prepare and provide regular performance and production reports to the OFLC management team and the Contracting Officer's Representative (COR)
  • Identify issues or risks to meeting contract requirements and propose innovative solutions
  • Submit impact reports to the Contracting Officer and COR in the event of contractual or performance issues
  • Lead interoperability planning — working with federal directors and the COR to determine needs across visa programs and creating plans for shifting personnel and resources between business lines to align with seasonal workload patterns
