About The Position

The Program Delivery (PD) and Business Development (BD) Manager is an individual contributor reporting to the Senior Director, Program Delivery and Business Development responsible for managing a portfolio of donor-funded projects that advances access to quality medicines and strengthens supply chain resilience, using best practices to ensure client/donor satisfaction. More specifically, the PD/BD Manager will provide day-to-day management of assigned projects, including developing workplans, deploying project managements tools and processes, monitoring project activities against budgets, drafting progress reports among other tasks, to ensure high quality results. Additionally, the PD/BD Manager will manage the proposal development process, as assigned, with staff members working across multiple teams in Rockville and other regions to ensure quality and compliant submission in response to funding opportunities. In both the PD and BD capacities, the Manager will stay abreast of trends in an evolving global health and domestic landscape. Lastly, the PD/BD Manager will define, revise, and implement project management and business development processes in collaboration with other key stakeholders, and develop and revise resources and tools as part of the PD/BD team’s ongoing efforts for continuous improvement based on feedback and business practices.

Requirements

  • Bachelor’s Degree - International Development, Public health, Science or other relevant degree.
  • Five (5) years of project management experience with at least three (3) years focused on donor-funded programs (e.g., US Government funding agencies, World Bank, Global Fund, Foundations etc.).
  • Demonstrated experience managing business development processes.
  • Demonstrated experience establishing program management systems and processes.
  • Monitoring and evaluation experience with donor-funded projects.
  • Strong written and verbal communication skills.
  • Fluency in French with ability to communicate (written and verbal) with key stakeholders.
  • Ability to travel up to 25% of the time.

Responsibilities

  • Manages a portfolio of donor-funded projects across global health and domestic projects; holds operational accountability for the timely and successful implementation of the portfolio of assigned projects, to include leading cross-functional project management teams with technical, M&E, finance and other relevant staff, development of workplans, drafting of progress reports, entry of M&E data, and providing quality control support for project deliverables.
  • Proactively identifies issues/risks, including the facilitation of resolution with appropriate management staff.
  • Develops project budgets and monitors project expenditures to ensure activities are implemented within budget and prepares pipelines/projections as needed, and in collaboration with Finance staff.
  • Manage consultants, vendors, and subrecipient/partners, as applicable while ensuring compliance with donor rules and regulations and USP policies; this includes but is not limited to drafting scopes of work with technical staff, managing the onboarding process, monitoring progress towards deliverables, and raising concerns in a timely manner and facilitating appropriate resolution.
  • Establishes and maintains effective working relationships with relevant donors and key partners; and represents GHMS externally at key project stakeholder meetings, as needed.
  • Ensures good records management, according to USP and donor policies.
  • Leads the proposal management process, including managing team communication; developing proposal calendars; scheduling reviews and approvals by leadership and completes reviews of drafts; partner management, as applicable, and otherwise coordinating a cohesive approach to quality, compliant, and on-time submissions.
  • Drafts proposal sections, as needed, including organizational overviews, institutional past performance, and staff bios.
  • Proactively problem solves business development and client engagement challenges, recommending solutions that meet USP needs.
  • Leads continuous quality improvement of PD and BD tools, resources and processes based on feedback and GHMS operating context.
  • Identifies and develops, as requested, additional project management and business development resources and tools USP needs to successfully deliver on their program commitments to clients or responds to various funding opportunities.
