About The Position

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $70,000.00 - $80,000.00. The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community. The Division of Youth and Family Justice (DYFJ) provides a wide range of services and programs for youth at every stage of the juvenile justice process. Our goals are to (a) build stronger and safer communities and advance public safety by preventing juveniles from entering the New York City's juvenile justice system, (b) provide therapeutic treatment and services to youth in our custodial care, and (c) help juveniles access the tools they need to leave the justice system for good. We strive to help families and young people by providing supportive services that are responsive to the needs of individual youth and families. NEST (Nurture, Engage, Support, Treat) Unit ensures that youth served by DYFJ (from detention to placement) are receiving comprehensive and consistent medical, mental health, case management, social and educational services throughout their involvement with our system. In addition, NEST organizes our family engagement and parent support work, and provides staff training on mental health, trauma, LGBTQ issues and Commercially Sexually Exploited Children. Under administrative direction, the Program Supervisor will manage the coordination, implementation, facilitation, documentation and assessment of enrichment, prosocial, vocational, and recreational activities for young people remanded to and/or placed in the care and/or custody of ACS within an assigned secure detention facility, including weekends.

Requirements

• 1. A master's degree in social work from an accredited school of social work and four years of full-time, paid professional experience in a child care institution or in group work with children in a child care setting, including two years in an administrative capacity; or
• 2. A master's degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full-time paid professional experience as described in "1" above including two years in an administrative capacity; or
• 3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have two years of administrative experience in a child care setting.

Responsibilities

• Directly manage, coordinate, and lead the day-to-day implementation and facilitation of programming within a juvenile detention facility for youth pending court proceedings or as a sentence after a conviction for either felony or misdemeanor offenses, including indoor and outdoor activities and workshops, youth and family-focused events, daily living activities, and schedules.
• Directly supervise a Unit of Programs staff, and actively participate in the development, coordination, and provision of orientation and in-service training, coaching, and supervision to promote the professional development of staff. In consultation with the Director of Programs, monitors employees' performance and manages disciplinary matters as warranted, including recommendations for disciplinary action for noncompliance with programmatic directives.
• Collaborate with ACS-contracted vendor and partner program staff, volunteers, and facility operations staff to design, coordinate, and implement youth and family-focused events, enrichment and prosocial programming, and daily living activities, including related vocational programming and internships and after-school activities to promote youth engagement and achieve idleness reduction in accordance with the needs and interests of the youth.
• Ensure the required development, completion, distribution, and maintenance of reports and other documentation including weekly recreational and program schedules, statistical reports, data entry, internal monthly, quarterly, and annual reports (on request), and programming logs that are contemporaneous, accessible, and used as the basis for planning, management, and evaluation.
• Maintain collaborative and ongoing relationships with the Department of Education (DOE), ACS-contracted behavioral and mental health staff, and DYFJ facility staff to ensure appropriate development, implementation, and maintenance of a youth behavior management system as well as facilitation of necessary orientation and/or coaching of staff.
• Represent the program unit at detention, milieu-based meetings, and conferences to support the planning, development, and coordination of care and behavior plans, and discharge recommendations for youth.
• Together with the Director of Programs, perform data collection and tracking, identify trends, review incidents, review policy, facilitate tours with external guests and visitors, and mitigate operational issues related to coverage and facility coordination.
