About The Position

The Program Controls Analyst – Transmission Operations and Construction Management (TCM) will be responsible for financial and data analysis supporting the oversight of all Capital and O&M financials associated with both transmission operations and transmission construction management activities. This role will contribute to the development, enhancement, and implementation of reporting, financial analysis processes, and procedures across the Transmission Operations and TCM organizations.

Requirements

  • High level of proficiency in Microsoft Excel
  • Excellent written and verbal communication skills
  • Ability to build strong relationships across cross-functional teams, experience managing projects and/or initiatives
  • Ability to work well under pressure and with minimal supervision
  • High school diploma, GED, or equivalent, and 2 - 5 years of accounting/finance experience is required.
  • Will consider applicants with a Bachelor’s degree in business or finance in lieu of above criteria.
  • Applicants with 2+ years of experience in accounts payable, project management, and have an understanding of accounting principles such as Generally Accepted Accounting Principles (GAAP) and SOX are encouraged to apply.
  • Applicants with 2+ years experience with Enterprise Resource Programs (ERP) database programs are encouraged to apply.

Responsibilities

  • Assist the Business Operations Supervisor with oversight of the financial controls and reporting processes for the Transmission organization
  • Serve as subject matter expert regarding all aspects of contractor-related costs for construction services contractors, and will be responsible for maintaining the database of rate structures (hourly rates, construction unit costs, lump sum/bid pricing, etc.), evaluating potential rate changes, and analyzing rates on an as-needed basis
  • Manage relationships with various Oncor work groups, such as Transmission Program Management Office (TPMO), Transmission Engineering (TE), Strategic Sourcing, Financial Support, and others, to maintain consistent financial/data reporting and communications
  • Maintain a functional database comprised of all relevant financial and operations data to analyze contractor-related data on an ongoing basis
  • Oversee the vendor invoicing process to ensure compliance with contracted rate structures and applicable contract terms and conditions for construction services contractors
  • Develop financial calculators, tools, and metrics to provide consistent reporting of financial and operations data to the TCM management team
  • Responsible for the development, implementation, and ongoing review of the processes and controls that will be followed by all field construction and billing personnel involved in the invoice approval process
  • Performs all essential aspects and functions of the job, as well as any other specific job requirements
