About The Position

The Program Controls Analyst Sr. – Distribution Services (DS) will be responsible for financial/data analysis in relation to the processes of overseeing all Capital/ Operations and Maintenance financials associated with Construction Services within the DS organization. The Program Controls Analyst Sr. will assist in the oversight and the implementation of continuous improvement measures, serve as a team lead for process controls, and be the subject matter expert (SME) for data analytics pertaining to contractor spend. This role will report on-site 5 days a week based out of our Downtown Corporate Fort Worth Office.

  • Highschool Diploma, GED, or equivalent is required
  • 3-5 + years of experience in business/financial analysis, program controls, and (or) project management is required

Responsibilities

  • Assist the Business Operations Supervisor with monitoring daily operations of the centralized contractor invoicing program by resolving complex issues and escalations in a timely manner
  • Collect and report on monthly unbilled accruals for Oncor system resiliency plan and concentrated construction contractors, providing accounting processes oversight and adhering to Sarbanes Oxley Act (SOX) compliance
  • Responsible for the development, implementation, and continuous improvement of the invoicing processes and controls which will be followed by all field construction and billing personnel involved in the invoice approval process
  • Manage relationships with external stakeholders and various Oncor work groups such as Accounting, Construction Services, Distribution Program Management Office (DPMO), Financial Support, Procurement, and others pertaining to contractor invoicing and accruals matters
  • Serve as a SME regarding all aspects of contractor-related costs for Construction Services contractors by evaluating potential rate changes and performing analysis of rates on an as-needed basis
  • Develop and maintain a functional dashboard comprised of all relevant financial and operations data in order to analyze contractor-related data on an ongoing basis
  • Oversee the contractor invoicing process to ensure compliance with contracted rate structures and applicable contract terms and conditions
  • Document billing workflow processes and develop financial calculators, tools, and metrics in order to provide consistent reporting of financial and operations data to the DS management team
  • Ensure timely approval of invoices submitted by Construction Services contractors
  • Control and revise the internal and external billing guidelines and training documents as necessary
  • Report on monthly/quarterly contractor Key Performance Indicators (KPI) metrics
  • Perform special projects and run Ad Hoc reports as needed
  • Answer inquiries related to ACIS (Automated Construction Information System)
  • Performs all essential aspects and functions of the job as well as any other specific job requirements
