MassHire Department of Career Services (MDCS) oversees the Commonwealth's network of One-Stop Career Centers, that assist businesses in finding qualified workers and providing job seekers with career guidance, as well as referral to jobs and training. MDCS strengthens the Career Center system through continuous improvement processes, and innovative business practices that maximize resources, foster partnerships, and engage employers to ensure a skilled, motivated, and adaptable workforce capable of meeting the emerging labor market needs of the Commonwealth, now and in the future. The Program Compliance Supervisor conducts comprehensive quality assurance and compliance monitoring across all MDCS‑administered workforce development programs within the MassHire Career Center system. Working both independently and as part of a team, the position coordinates and performs systems certification reviews, data validation, program quality assessments, and other monitoring activities to ensure that statewide programs, processes and activities meet federal and state operational and performance requirements. Duties include reviewing and analyzing program operational data from the Massachusetts case management system to verify the integrity of service delivery practices. Programs monitored include Wagner‑Peyser Employment Services, WIOA Adult, Youth, and Dislocated Worker programs, Veterans services, National Dislocated Worker Grants (NDWG) and state initiatives. Support is also coordinated with the State Monitoring Advocate related to the Migrant Seasonal Farmworker Program. The position ensures that all services comply with applicable laws, regulations, guidelines, and quality standards while supporting continuous improvement across the statewide workforce system. Duties include, but are not limited to the following: Exercise direct supervision over, assign work to, and review the performance of compliance professional staff. This includes providing day‑to-day guidance, setting priorities, monitoring workload distribution, and ensuring staff have the support, training, and direction needed to carry out high‑quality compliance reviews. Conduct regular performance check-ins, offering constructive feedback, coaching staff on technical and analytical skills, and ensuring all work meets established standards for accuracy, timeliness, and professionalism. Develops and implements quality review procedures, standards, and monitoring tools to ensure compliance with laws, rules, regulations, policies, procedures, guidelines, and standards relating to program operations and fiscal practices. Provide technical assistance, information, guidance, instruction, and support to local workforce boards and career centers to exchange information/program knowledge, resolve problems, and ensure compliance. Coordinate, schedule and conduct quality assurance reviews of local workforce system to identify problem areas and develop corrective action plans to ensure compliance through observation, interviews, on-site visits, and desk audits. As an individual and/or as part of a team develop new approaches to conducting quality assurance reviews. Participate fully as group member of overall Quality Assurance Team Initiatives and in MDCS Continuous Improvement Initiatives. Document comprehensive reports detailing issues, findings and recommendations. Develop and maintain liaison and effective on-going working relationships with local workforce boards and career center management and staff, as well as, MDCS management and staff and other internal and external customers, to exchange information and provide feedback concerning agency programs to ensure smooth program operations and the provision of quality services to customers. Participate in case management discussions to develop strategies to improve performance and develop agency recommendations. Review and analyze all pertinent information for completeness accuracy and content including but not limited to grant proposals, performance reports, 4- year plans, local annual plans, progress and narrative reports to determine appropriate action steps, make recommendations, identify best practices, assess plan/contract goal attainment. Respond to inquiries and requests from internal and external customers regarding agency programs, procedures, rules and regulations, processes, program statistics and data, as well as status updates of programs. Coordinate, schedule, lead, attend, and participate, as requested, in meetings, workshops, or other technical assistance forums to gather and disseminate information. Perform related duties such as maintaining records, preparing correspondence. Participant in Biennial Workforce Board Certification and review Maintain agency audit readiness Complete data validation activities Support the operation of the Office of Workforce Innovation and MassHire Innovation Project as requested.
