About The Position

Noblis MSD’s mission is to support Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center (NSWCPD) in their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings. Noblis MSD is seeking Program Analyst to directly support US Navy programs. Noblis MSD is seeking a detail-oriented Project Analyst to support project execution with a strong emphasis on financial reporting and analysis. This role is primarily responsible for pulling, analyzing, and presenting financial data to support decision-making and ensure project success. The ideal candidate will apply project management principles, maintain schedules and financial records, and provide clear, data-driven insights to stakeholders. Working under direct supervision, the employee will perform routine assignments while building strong internal relationships and ensuring adherence to established processes and standards. This role requires strong analytical skills, attention to detail, proficiency in financial reporting tools, and the ability to translate complex financial data into clear, actionable insights. While this is a hybrid role you must be local to the Philadelphia area.

Requirements

  • Bachelor’s degree with 0 to 3 years of relevant project management or project analysis experience, or Master’s degree with 1+ year of relevant experience, or High School degree and 6 years relevant experience.
  • Experience using Microsoft Excel for data analysis, financial tracking, and reporting.
  • Strong written and verbal communication skills, with the ability to clearly present information to stakeholders.
  • Proven ability to manage multiple priorities, meet deadlines, and maintain attention to detail in a structured environment.
  • Must be eligible to obtain a DoD Secret clearance.
  • Current US Citizen

Nice To Haves

  • Active Secret security clearance preferred;
  • PMP certification is a plus
  • Experience supporting government or DoD programs
  • Advanced proficiency in Microsoft Excel

Responsibilities

  • Pull and compile financial data from multiple sources to support accurate and timely project reporting.
  • Analyze financial information, including budgets, expenditures, and variances, to identify trends, risks, and discrepancies.
  • Develop clear and professional financial graphs, dashboards, and visual aids to communicate project performance.
  • Prepare and present financial reports and briefings to customers and stakeholders, both virtually and in person.
  • Conduct detailed financial reconciliations and resolve discrepancies in coordination with project and finance teams.
  • Provide financial analysis to support decision-making, cost control, and resource allocation.
  • Monitor financial performance against project schedules and budgets, ensuring alignment with project objectives.
  • Support ongoing updates to program financial records and integrated master schedules using MS Project and other reporting tools.
