About The Position

QED Systems, LLC, is currently recruiting a Program Analyst to join our team at Aberdeen Proving Ground, MD, to support our C5ISR Positioning, Navigation, and Timing (PNT) Division contract.

Requirements

  • Experience with the DoD 5000 acquisition process, particularly Middle Tier Acquisitions and pre-milestone C efforts.
  • Detail-oriented with technical, verbal, and written communication skills.
  • Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.
  • Must be able to clearly articulate analysis through both oral and written communication.
  • Presentation and briefing skills to top level managers required.
  • ACTIVE CLEARANCE LEVEL REQUIRED: Secret
  • At least seven (7) years of managing government programs is required or military experience E7 up required.

  • Bachelor’s degree preferred.

Responsibilities

  • Conducts technical program management, budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development.
  • Evaluate funding execution compared to budget through analysis of Contract Data Requirements List (CDRL) reporting, continuing dialogue with teammates and industry partners, review of written documents, and examination of accounting records.
  • Monitor and track programmatic obligations and expenditures for assigned activity accounts on related budgetary forms, schedules, and reports.
  • Ensure accuracy of budget data estimates by various modeling techniques and trend analysis of historical data.
  • Analyze spend plans and budget estimates for completeness, accuracy, and conformance with procedures and regulations.
  • Communicate with Division Chief, Branch Chiefs, BMD Chief, and other stakeholders on the status and availability of funds in different budget accounts within the program.
  • Verify that obligations and expenditures occur on a timely basis in accordance with the annual spend plan and regulatory controls; and are within amounts programmed.
  • Monitor current year execution plans, report variances, and recommend solutions to meet OSD obligation and disbursement goals.
  • Perform other related budget and finance administrative management functions and tasks.
  • Provides analysis and recommendations for any contract actions required to meet mission requirements.
  • Create, submit, and brief monthly financial and contractual reports to leadership.
