About The Position

This job posting is for upcoming opportunities. We are seeking a Program Analyst - Treaty Management with extensive expertise with the Deputy Assistant Secretary of War for Threat Reduction and Arms Control (DASW(TRAC)) Treaty Management Division within the Washington Headquarters Services in Falls Church, VA to join our team.

Requirements

  • Bachelor's degree in engineering, scientific, technical, management, or related discipline.
  • 5+ years of experience applying analytic methodologies and principles.
  • Active Secret (or higher) security clearance.
  • US citizen
  • Ability to apply analytic techniques in evaluation of project objectives.
  • Ability to perform analyst functions including data collection, interviewing, data modeling, project testing, and creation of performance measurements.
  • Interpersonal skills promoting close work with contractor task leads, project managers, or Government leads.
  • Capable of directing activities of junior contractor staff as necessary.

Nice To Haves

  • Experience with arms control and nonproliferation programs.
  • Proficiency in data analysis tools and methodologies.
  • Knowledge of DoD planning and programming processes.
  • Strong research and analytical writing skills.
  • Experience supporting treaty implementation or compliance activities.

Responsibilities

  • Provide technical review of research and development (R&D) concepts and proposals on advanced concept systems and subsystems related to nuclear testing and nonproliferation.
  • Collect and maintain information to assess DoD implementation of Additional Protocol at facilities owned or operated for Department of Energy (DOE), licensed by Nuclear Regulatory Commission (NRC), or where there are DoD assets and/or programs.
  • Compile information to prepare annual DoD Confidence Building Measure submission to Department of State for chemical and biological weapons (CBW) treaties and agreements.
  • Perform analyst functions including data collection, interviewing, data modeling, project testing, and creation of performance measurements to support project objectives.
  • Support and occasionally lead the conduct of program reviews and provide technical assistance and training.
  • Work closely with contractor task leads, contractor project managers, and Government leads to contribute to implementation of strategic direction.
  • Research and analyze Conventional Forces in Europe and other conventional agreements and Treaties for implementation and compliance issues.
