At MLT, we create solutions by empowering our people to fulfill their passion for service.  In support of our customer, we are seeking senior-level Program Analysts with experience in supporting DOD Federal acquisition programs; knowledge of policy/principles/organizational protocols.

Requirements

  • Bachelor's Degree and 7 years of experience.
  • Six (6) years of related progressive professional work experience in program analytics.
  • Minimum Clearance Required: SECRET

Responsibilities

  • Product Management Team within the PMO If the organizational construct of the PMO changes, any updates to dedicated support requirements will be communicated via the COR in conjunction with PdM/PO Government lead requirements and, as necessary, captured via execution of option CLINs. Matrix support personnel assignment changes shall be communicated in advance and coordinated via the COR in writing no less than 7 business days prior to any change to allow Government Teams time to adjust.
  • Draft, and review acquisition documents required by statute, regulation, or policy and revise as needed for the approval of the Product Manager, Project Officer, or other identified customer personnel.
  • Draft Automated Message Handling System (AMHS) Naval Messages and correspondence as required.
  • Conduct risk identification, develop risk mitigation strategies, and report and track risks IAW the PM TCE Risk Management Plan. This includes addressing action items, preparing agendas and presentation materials, minutes/MFRs, participating in bi-weekly Risk Working Groups (RWGs), monthly Risk Review Boards (RRBs), and quarterly Risk Management Boards (RMBs), and entering data into the PM TCE risk tracking database (Project Recon, or any other tool required for risk tracking).
  • Develop, deliver, and maintain Integrated Master Schedules (IMSs) for PM TCE Programs and perform efforts to cover tasks and activities for all competencies and technical areas. There are currently ~ 32 active IMSs within PM TCE. Events that must be included for incorporation in the documents include, but are not limited to System Engineering Technical Reviews (SETRs), Milestone Assessment Team (MAT) Reviews, Independent Logistics Assessments (ILAs), Technical Readiness Assessments (TRAs), Operational Test Readiness Reviews (OTRRs), Procurement and Fielding Decisions
  • Perform detailed schedule analysis. Analysis includes evaluation of the critical path, assessment of schedule risk, and conformance to the DoD IMS Integrated Master Plan (IMP) Guide.
  • Develop and deliver IMS Reports including 30-60-90-day outlooks, variance reports, past-due task reports, and schedule milestone snapshots to include updating Integrated Master schedules for all systems monthly.
  • Provide technical input and support to the customer leads for the development of briefings and presentation materials for cross-functional IPTs and periodic systems acquisition and sustainment updates including, but not limited to, Program Management Reviews, Interim Progress Review, and Decision Review briefs. Additionally, provide administrative support for these activities including, but not limited to, the development of briefs, meeting participation, and event coordination activities.
  • Provide updates to the established PMO/PO Fact Books for all applicable systems at least annually or upon request by the customer as needed to incorporate new or updated program and system information.
  • Develop, update, and maintain the Naval Systems Engineering Resource Center (NSERC) classified SharePoint site.
  • Access to, and have advanced knowledge and understanding of, populating, extracting, and reporting data from the relevant government data repositories and management tools (e.g., SharePoint, TEAMS) for PM TCE, to include APM, TSS, and Program-specific documentation, in order to administratively manage, update, and review content to include, but are not limited to, consolidating Program status reports for submission, posting approved documentation, supporting workflows of documentation for review, sharing repository locations, and updating front end data on portal or websites such as point of contact name and emails.
  • Develop and deliver Trip Reports for any events attended where travel is required in support of PM TCE program activities.
