About The Position

The Program Analyst supports the evaluation and improvement of program operations by analyzing program performance, costs, and operational effectiveness. The role contributes to program reporting, cost and economic analysis, and evaluation of program policies, procedures, and requirements to support decision-making and program management activities.

Requirements

• Five (5) years of general experience which includes four (4) years of specialized experience in:
• Analyzing and evaluating the effectiveness of program operations in meeting established goals, requirements, and objectives.
• Developing life cycle cost analyses of projects or performing cost-benefit or economic evaluations of current or projected programs.
• Analyzing information to develop program reporting systems including systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
• Analyzing new or proposed legislation, regulations, or requirements to determine the impact on program operations, engineering design, or security.
• Developing management or program evaluation plans, procedures, and methodology.
• Analyzing and evaluating proposed changes in mission or operating procedures.
• Experience related to weapons systems or Navy programs.
• Knowledge of program analysis and evaluation methods.
• Knowledge of life cycle cost analysis and cost-benefit or economic evaluation techniques.
• Ability to analyze program performance and develop program reporting systems.
• Ability to analyze legislation, regulations, and requirements to determine their impact on program operations, engineering design, or security.
• Ability to develop management or program evaluation plans, procedures, and methodologies.
• Ability to evaluate proposed changes in mission or operating procedures.
• Knowledge of program activities related to weapons systems or Navy programs.

Nice To Haves

• Experience with Naval Surface Warfare Center / DoD Test and Evaluation support preferred.
