This is a professional position that works independently and serves primarily as the Florida Forest Service’s (FFS) Policy and Procedure coordinator. Other duties include planning, initiating and carrying out a variety of complex administrative and professional assignments in a highly responsive and confidential manner. Policy Management: Responsible for developing, drafting, and revising clear, concise, and accurate policies and procedures. This includes all FFS policies and procedures, manuals (e.g., Fire Manual), handbooks (State Forest Handbook and Cooperative Forestry Assistance Handbook), and other internal guiding documents (e.g., Equipment Maintenance Standards). Works both independently and collaboratively with FFS bureaus and the Director’s office to gather and verify information for new or revised policies. Ensures consistency in style, terminology, and formatting across all policy documents. Ensures policies and procedures are aligned with State of Florida statutes and administrative code, and department policy. Conducts regular audits and reviews of existing policies to identify gaps, inconsistencies, or outdated content. Manages the document lifecycle, including version control, review cycles, updates, and archival of all policy documents. Ensures department policies and procedures are only referenced (not duplicated) in FFS policies and procedures and that they do not conflict. Works with the department as needed on policy updates, approvals, and posting approved documents to SharePoint. Proactively identify opportunities for process and documentation improvement. Legislative Budget Request, Bill Analyses and Regulatory Plan: With direction by the FFS Director, coordinates legislative budget request for the FFS. Responsible for receiving, reviewing, and working with Bureaus and the Director’s Office to review proposed State of Florida bills, changes in laws, regulations and department policies and procedures to determine what impact they may have on the FFS. Tracks deadline dates to ensure information/responses are submitted on-time. Coordinates and sends review/analyses requests to the appropriate bureaus and to complete appropriate forms. Summarizes comments into the bill analyses form. Submits analyses to the Director’s Office for review/approval, submits the approved response to the requesting department office by established deadlines. Drafts and works with the Office of General Counsel/FFS Program Attorney to review and finalize the annual regulatory plan. Ensures regulatory plan is submitted by the deadline. Administrative: Coordinates and assists as required with all responsibilities within the FFS Administrative Section, to include Disciplinary Actions, Union Bargaining Contract negotiations, Hiring, Recruitment, Special Projects, Quality Reviews and Drug Testing Program. Performs other related activities as assigned.
