About The Position

This is a time-limited position. It is full-time (40 hours per week) with State Benefits for a limited time. Although the length of time this position will be active cannot be determined, it has the potential to extend up to 3 years (36 months). If you have questions concerning the time-limited status of this position, you may inquire at the interview. The primary purpose of this position is to provide grant execution to achieve grant goals including community outreach, project assistance to the Grants Manager coordinator, and collaboration on development of Brownfields Agreements as appropriate. The Program Analyst I role in this position will include public outreach, engaging contractors, reviewing invoices, approving expenses, and reporting requirements to EPA.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment; or an equivalent combination of training and experience.

Responsibilities

  • Assisting the Grants Manager with project management and identifying appropriate site assessment activities to fill data gaps.
  • Skilled at tasks related to grants management such as public outreach, budgeting, review/approval of task orders, assigning work to contractors, and providing guidance to public entities such as local governments and non-profits.
  • The Program Analyst I must effectively communicate and be capable of guiding various stakeholders, including the Section, Division, public information officer, municipalities and local governments, the development team, and the public. The Program Analyst I must have a working technical and program regulatory knowledge and must communicate that effectively to all colleagues and collaborators.
  • The Program Analyst I should have a developing understanding of risk analysis as it pertains to risk evaluation and management to safely reuse brownfield properties.
  • The Program Analyst I may also be responsible for drafting and finalizing the legal documents that culminate the brownfields process: the Brownfields Agreement, Notice of Brownfields Property, and survey plat.
