About The Position

Under general supervision, this is highly responsible administrative work in monitoring and reporting on the overall performance of the private sites related to the requirements under the Bailey Consent Decree, regulatory and operating agreements, and management contracts with HABC; the fiscal management of the property; and the physical condition of the property, including the residential units. The private asset management program consists of low-income public housing (LIPH), housing choice voucher (HCV), rental assistance demonstration (RAD), long-term affordable (LTA), low-income housing tax credit (LIHTC), market rental, and homeownership programs. The incumbent in this position will be assigned to various combinations of housing programs and units within HABC’s private asset management program. All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.

Requirements

  • Bachelor’s Degree in Public or Business Administration, Accounting, Economics, or related field (s) and a minimum of four (4) years of responsible experience in housing/property management, real estate, or related area. An equivalent combination of education, training, and experience may be considered.
  • Possession of a valid Maryland driver's license.
  • Must be able to be covered under the Authority's vehicle insurance policy.
  • Availability to work some evenings and weekends as needed.
  • Successful completion of a prescreening investigation, including verification of employment history and education credentials.
  • A 6-month probationary period applies to this full-time permanent position.

Responsibilities

  • Responsible for the day-to-day monitoring of activity related to reasonable accommodations; move-ins, move-outs, and transfers; annual and interim rent re-determinations; inspections, lease enforcement actions, grievances, budgets, and compliance with the program requirements of the units assigned to the Private Asset Management Program.
  • Responsible for the reporting required under the Bailey Consent Decree, regulatory and operating agreements, management contracts, and other agreements with HABC.
  • Ensures that the leasing activity within the Private Asset Management Program is compliant with the Bailey Consent Decree and other applicable policies and procedures by maintaining contact with HABC’s admissions and leasing office and private site managers.
  • Conducts site visits and home visits to report on the physical condition of the property and to resolve resident and/or management complaints. Accompanies REAC, DHCD, and/or city inspectors as needed.
  • Monitors and follows up on site administrative reviews and file audits.
  • Provides technical assistance to private managers, developers, owners, and HABC staff on HABC’s policies and procedures and software programs. Identifies training needs and provides training as needed.
  • Maintains positive public relations with HABC staff, private managers, government officials, interest groups, residents, and the general public related to issues concerning the Private Asset Management Program.
  • Maintains contact with the private managers and residents in order to investigate and resolve complaints.
  • Reviews and analyzes a variety of reports related to the Private Asset Management Program and sites in order to create a variety of reports and make recommendations to senior staff based on the information reviewed.
  • Represents the Private Asset Management Program in meetings with residents, homeowners, government officials, social service agencies, owners, developers, private managers, and the public.
  • Writes and types letters, memos, and other forms of correspondence to management, other departmental staff, and/or outside agencies as necessary.
  • Performs other related duties as required.
