About The Position

The Program Administrator 2 will assist in program direction by acting for the WIC Administrator and relieving the Administrator of difficult administrative duties. This position will coordinate and implement compliance related activities pertaining to vendors providing services for the WIC Farmer’s Market Nutrition Program. Duties include: Independently conduct routine and non-routine compliance reviews and operational analysis to monitor and evaluate program operations to determine administrative and/or fiscal compliance with federal regulations, state policy, and Ohio Administrative Code. Review and evaluate reports related to payments and authorization of WIC vendors and farmers to identify those who are at high risk of committing fraud and make recommendations to administrator regarding the sanctioning of vendors based on regulations, laws and policies. Coordinate with legal staff in scheduling of and preparation for administrative hearings of vendors sanctioned by the program. Collaborate with Grants Services Unit to ensure WIC program compliance with agency grants administration policy and procedures (e.g., state and federal regulations, Request for Proposal [RFP] process, subgrantee application and grants scoring). Identify and document compliance related best practices for statewide implementation and develop best practice repository to assist administrators in decision making. Provide technical assistance to ODH subgrantees and program administrators regarding administrative requirements to be met in order to be in compliance with grants administration policies and procedures. Coordinate updates of policy and procedure based on needs (e.g., program monitoring, changes or clarification in federal WIC requirements) identified by program staff. Prepare reports, position papers, assessments, and executive summaries. Respond to inquiries, provide guidance, and represent the program in meetings. Plan, direct, assess, and coordinate training, workshops, conferences, seminars, technical assistance, and management evaluations provided to local WIC projects. Normal working hours are Monday through Friday, 8:00 am to 5:00 pm. This is an exempt hourly position, with a pay range of 12 on the E1 Exempt Pay Range Schedule.

Requirements

  • 4 yrs. trg. or 4 yrs. exp. in business administration management science or public administration.
  • Or completion of undergraduate core program in business administration, management science or public administration AND 2 yrs. trg. or 2 yrs. exp. in supervisory, administrative &/or managerial position.
  • Or completion of undergraduate core program in academic field commensurate with program area to be assigned per approved Position Description on file AND 2 yrs. trg. or 2 yrs. exp. in supervisory, administrative &/or managerial position or staff position involving planning, research &/or policy/procedure development.
  • Or 1 yr. exp. as Program Administrator 1, 63122.
  • Or equivalent of Minimum Class Qualifications For Employment noted above
