About The Position

THE CITY OF OCEANSIDE IS AN EQUAL OPPORTUNITY EMPLOYER. The City of Oceanside is accepting applications for the position of Professional Assistant. There are two vacancies in the Parks and Recreation Department. One vacancy is in the Aquatics Division and one vacancy will oversee teen programming in the Recreation Division. The City is seeking a creative, collaborative, and dedicated individual to help the Parks and Recreation Department provide exceptional teen and aquatic programming. The ideal candidate will embrace change and continuous improvement, and will have past experience in recreation and customer service. They must be approachable, have experience working with diverse communities, and be sensitive to the needs of the City's unique cultural groups. The ideal candidate will be self-motivated, detailed orientated, and have excellent time management skills. Parks and Recreation experience is highly desirable. The Parks and Recreation Department is currently accepting applications for a part-time Professional Assistant. There is currently one (1) vacancy in the Aquatics Division and one (1) vacancy in the Recreation Division (teen programs). This position is a temporary, hourly, extra-help position which does not include leave or medical benefits and will not exceed 999 hours in a fiscal year.

Requirements

  • Knowledge of: Principles and practices of public administration.
  • Principles and practices of Recreation Programming.
  • Supervisory principles and practices.
  • Public relations principles and practices.
  • Ability to: Establish and maintain effective working relationships with other employees, City officials, outside agencies, and the general public.
  • Communicate effectively both verbally and in writing.
  • Perform research queries
  • Experience and Training: Any combination of education and experience that provides the knowledge and skills required is qualifying.
  • A typical way to obtain the requisite knowledge and skills is as follows : Two years of public sector experience (minimum 2,000 hours)
  • Experience using multi-line phone systems
  • One year customer service experience (minimum 1,000 hours)
  • Training: A Bachelor's degree or higher in public administration, business administration, or a closely related field.
  • License: A current, valid, California driver's license.

  • Parks and Recreation experience is highly desirable.

Responsibilities

  • Analyzes and defines objectives and strategies that are department specific
  • Investigates and conducts research
  • Prepares recommendations and proposes responses
  • Advises supervisors on administrative matters within the City
  • Plans and schedules meetings and conferences
  • Prepares agendas and related documentation
  • Coordinates work with divisions, agencies, City staff, and the public
  • Prepares materials for meetings
  • Answering phone calls from internal and external customers
  • Schedules inspections
  • Assists in fulfilling Public Records Requests and performs other related duties as assigned.
  • respond to inquiries and manage permitting at aquatic facilities
  • assist with developing the quarterly Activity Guide
  • inputting class data in registration/permitting software system
  • create marketing materials
  • assist with financial deposits and reports
  • assist with front office coverage
  • develop teen programming and assist with training recreation staff
  • create marketing materials
  • plan and coordinate field trips
  • perform outreach with local middle and high schools
  • provide mentoring to at-risk youth
  • create partnerships with local organizations, colleges, and community leaders to connect teens with higher education and career opportunities.
