Raytheon Operations and Supply Chain (OSC) is seeking a strong candidate to join our energetic, and collaborative environment in support of the Naval Power (NP) procurement team. The selected individual will be responsible for leading procurement efforts in support of multiple programs within the Product Support business area. In this role, you will foster relationships with suppliers, administer subcontracts in a fashion consistent with integrated supply chain models, recognizing the role and value of each participant through the acquisition life cycle from requirements generation through product delivery, product support, and payment for products and services. You will engage in supplier performance, relationship management, and strategic sourcing as well as facilitate complex business agreements in support of the various contracts. The procurement professional will operate as the focal point interface to handle communication between Raytheon Programs and suppliers.

Requirements

  • Typically requires a Bachelor’s and a minimum of 8 years prior relevant experience, or an Advance Degree and a minimum of 5 years’ experience.
  • Experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements.
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.

Nice To Haves

  • Experience in leading formal negotiations (price, schedule, and supplier exceptions to contractual flow-down requirements, as well as standard Terms and Conditions)
  • Experience with supplier management
  • Bachelor's or Master's degree in supply chain, business, engineering, or related field
  • Project planning and management skills (ex: MS Project, EVMS)
  • Experience in working with development type of procurement and major subcontracts
  • Experience with reading and understanding drawings, specifications and other engineering documents including complex SOWs
  • Experience with SAP and Microsoft Office Suite of Products
  • Experience with proposals from prospective suppliers and analyze cost/price, technical capability, and financial viability, conduct investigations to ensure ability to perform within cost and schedule
  • Experience with written contractual authorization/vehicles, including but not limited to, Firm Fixed Price (FFP), Time and Material (T&M), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF) and experience assessing proposal compliance (FAR 15.4)
  • Knowledge of EXIM procurements and all the rules and regulations involved in those situations
  • Experience with import/export regulations (ITAR/EAR)
  • Demonstrated knowledge / compliance with Federal Acquisition Regulations (FAR/DFARS)

Responsibilities

  • Lead Supplier interaction and collaboration with internal cross-functional teams to manage a variety of procurements including but not limited to build-to-print, performance specifications, Supplier Statements of Work (SSOWs), with medium/high complexity.
  • Select qualified suppliers and seek alternate suppliers (when applicable).
  • Preparation, issuance, and Management of Request for Quotations/Proposals
  • Perform price and cost analysis and lead supplier negotiations of contractual terms: Price, T&Cs, delivery, payment, supplier exceptions.
  • Prepare POs and PO documentation in accordance with company directives, prime contract flow downs and company work instructions.
  • Post-award management of POs to be handled in accordance with company directives and work instructions
  • Effective management, reporting and resolution of procurement metrics: open PRs, Open POs, PO supplier acknowledgement, Unreceivable, Accounts Payable, others.
  • Manage Suppliers to meet Program requirements with the desired quality and delivery.
  • Issue and conflict resolution of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various subcontract types (Cost Types, Firm Fixed price, Time & Materials
  • Prepare and execute various types of agreements, such as: PIAs, Long Term Agreements, OTS, WFPP CRADA, Bailment, etc.
  • Nurture professional business relationships with first tier subcontractors
  • Provide comprehensive Supply Chain support for gate reviews.
  • Some travel required; up to 20%.
