Come join our journey, and experience what it means to be Done Right with Rhoads . We are currently looking for a Procurement Specialist / Expediter to join our dynamic, fast-paced, and growing team. The Procurement Specialist / Expediter is responsible for leading procurement activities, including sourcing, negotiation, and supply chain coordination, with a strong focus on metal commodities and Department of Defense (DoD) contracting requirements. This role combines tactical purchasing and strategic sourcing responsibilities to ensure cost-effective, timely, and compliant procurement of raw materials, components, and services. The position requires expertise in metal markets, fabrication processes, and federal acquisition regulations (FAR/DFARS), as well as proficiency in ERP systems and supplier relationship management.

Requirements

  • Bachelor’s degree in supply chain management, Business Administration, or a related field required.
  • Minimum of 3-5 years of experience in buying, purchasing or supply chain within U.S. Government Contracting environment.
  • A fundamental understanding of the Federal Acquisition Regulation (FAR), the Dept or Defense Federal Acquisition Regulation Supplement (DFARS). Specifically, the FAR Buy American Act, and the Berry Amendment/DFARS Specialty Metals clauses and how/when they apply to the procurement of metals and metal components under U.S Government contracts.
  • Understanding of metal properties, metal fabrication processes (cutting, bending, welding), and related components.
  • Proficient with Enterprise Resource Planning systems (Microsoft Dynamics, Deltek, Costpoint, SAP.)
  • U.S. Citizenship required.
  • Strong negotiation and analytical skills.
  • Experience with procurement software
  • Effective communication and interpersonal skills.
  • Ability to work under pressure and manage multiple projects simultaneously.
  • Excellent organizational, problem-solving, and leadership skills.
  • Ability to communicate requirements in an industrial environment and to give effective direction by using written and/or verbal skills where appropriate.
  • Proficient in Microsoft Outlook, Excel, and Word
  • Ability to acquire and maintain appropriate Government security clearance required.
  • Onsite at the Navy Yard in Philadelphia requirement.

Responsibilities

  • Procurement & Sourcing Identify, vet, and purchase raw materials (e.g., steel, aluminum, sheet metal, tubing) and components.
  • Negotiate favorable pricing, terms, and contracts for metal commodities and other materials.
  • Ensure compliance with FAR, DFARS, Buy American Act, and Berry Amendment requirements.
  • Contract Negotiation & Compliance Negotiate complex supplier agreements and subcontract terms in alignment with FAR and DFARs requirements. FAR Part 44 and DFARS 244.3.
  • Collaborate with legal and compliance teams to ensure adherence to regulatory and policy requirements.
  • Maintain accurate documentation for solicitations, orders, pricing, lead times, and certifications (e.g., Mill Test Reports, Specialty Metals compliance).
  • Supply Chain & Coordination Support a continuous, cost-effective flow of materials to production.
  • Act as liaison between purchasing, production, receiving, and project management teams.
  • Expedite orders to meet production schedules and resolve delivery issues promptly.
  • Market Analysis & Benchmarking Monitor metal market trends, pricing, and risks.
  • Conduct competitive benchmarking and provide strategic recommendations based on market intelligence.
  • Process Optimization & Quality Assurance Support procurement processes per DCMA CPSR Guidebook and recommend improvements.
  • Enforce supplier quality assurance measures and resolve non-conformance issues.
  • Documentation Maintain accurate records of solicitations, orders, pricing, lead times, and material certifications (Specialty Metals/Buy American Country of Origin, Mill Test Reports and other certifications as required.)
  • Data Analysis & Cost Optimization Analyze procurement data to identify trends and cost-saving opportunities.
  • Populate supplier scorecards and monitor performance metrics.
  • Leadership & Collaboration Participate in cross-functional teams to support alignment of procurement efforts with business goals.
