About The Position

The Nebraska Department of Health and Human Services (DHHS) is seeking a Procurement Specialist to join the Office of Procurement and Grants, supporting the Norfolk Regional Center (NRC) in Norfolk, Nebraska. This role involves performing procurement transactions for goods and/or services, ranging from standardized items to those of moderate complexity, through informal bidding procedures and firm fixed-price contracts. The specialist will operate in accordance with the statutes and regulations of the State Purchasing Bureau. Requirements

  • Bachelor’s degree in business administration, procurement, supply/inventory operations, or a related field AND procurement‑related experience.
  • Education may be substituted with experience on a year‑for‑year basis
  • Valid driver's license required.
  • Must be at least 21 years of age
  • Must be able to lift 50lbs.
  • Recordkeeping, inventory control, and inventory systems
  • Equipment, surplus property, and transportation methods
  • Marketing, sales, and customer consultation
  • Applicable state, federal, and agency regulations
  • Communicate effectively with diverse stakeholders
  • Represent the agency at federal, state, and local levels
  • Analyze needs and recommend effective solutions
  • Compile reports and maintain accurate documentation
  • Develop and maintain strong working relationships

Responsibilities

  • Work across departments to find creative solutions to procurement needs.
  • Cultivate partnerships with suppliers, ensuring we get the best quality at the best value.
  • Actively manage the supply chain to prevent shortages and keep operations ahead of the curve.
  • Help DHHS staff to understand procurement rules and regulations and translate their needs into the right products.
