This Procurement Specialist III position is responsible for preparation of documentation for purchasing commodities and services for high value, complex procurements. The development and execution of Request for Quotes (RFQ), Request for Proposals (RFP), Invitation for Bids (IFB), obtaining required quotes, preparing and completing bid packages, preparing memorandums and specifications as required are key responsibilities of this position. The ability to establish and maintain a good working relationship with NCDOT employees of different levels, Management, Vendors, and outside agencies employees, is required for this position. Additional duties as assigned. The successful applicant for this position should obtain experience in SAP and Ariba in the review and execution of requisitions, purchase orders, and other procurement processes.

Requirements

  • Bachelor’s degree from an appropriately accredited institution, three years of procurement experience; or equivalent combination of education and experience.
  • Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.

Nice To Haves

  • Working knowledge of large-scale complex purchasing methods and procedures and working knowledge of General Statutes, Administrative Code, and State Term Contracts.
  • Demonstrated ability to create, edit, review solicitation documents to include, as required, coordinating and facilitating evaluation committees, conducting vendor negotiations, and facilitating award recommendations for: RFQ, IFB, and RFP
  • Experience organizing and writing extensive and complex technical information into specifications, reports, tabulations and drawings or special requirements as needed according to State and/or project requirements.
  • experience responding professionally to crises situations, to minimize impact to agency through solid negotiations and provide prompt and courteous customer service to internal and external customers.
  • Demonstrated ability to explain and interpret policies in a clear, concise manner.
