The NCDOT Office of Economic Opportunity and Compliance (EOC) exist to promote economic opportunity, growth and engagement in communities across N.C. to ensure stakeholders have access and opportunity to participate in transportation programs. EOC is responsible for advocating, administering, implementing, and monitoring the Department’s Title VI Nondiscrimination Program, Disadvantaged Business Enterprise (DBE)program, Unified Certification Program, Small Business Program, Equal Opportunity Contractor Compliance Program, Americans with Disabilities Act Program, On-the-Job Training (OJT) Program, and University Collaborations/ HBCU Outreach. This position provides essential support to both the HBCU and EOC units by managing key financial and accounting functions, including the full cycle of procurement and contracting compliance, banking operations, bank reconciliation, and departmental accounting. Core responsibilities include ensuring adherence to procurement regulations, streamlining contracting processes, and this role oversees departmental accounting activities such as accounts payable, budget formulation and reporting, and fixed asset management, thereby enhancing financial oversight, accountability, and operational efficiency across all units within HBCU and EOC. This position will also serve as the grant accountant with the primary responsibility for all grant accounting activities. Extensive federal grant responsibilities related to Title 23 FHWA grants, including drawing Federal funds, Federal expenditure reporting, and recording grant awards in the SAP. The expenditure reports are required by the Federal government and must be completed in order to continue to receive funding and avoid penalties, Other job responsibilities include the following: Assist the Accounting Manager in the preparation of the annual financial statements requested by FHWA. Ensures statements are in compliance with generally accepted accounting principles as promulgated by the Governmental Accounting Standards Board (GASB). Ensures new technical guidance (GASB standards) is incorporated in financial statements as required. Responds to inquiries made by the executive management regarding EOC financial information. Communicates both oral and written information to NCDOT management related to financial reporting. Reviews the budget reports for EOC & HBCU operating funds. Works with the Departmental Accounting section to ensure that the budget is in line with the most recent Board actions. Ensures adequate funds are in the account to fund anticipated accounts payable. Reviews financial information reported in the Department’s Annual Report, Board meeting materials, or other external documents for consistency and accuracy. Receives, analyzes, and recalculates required FHWA quarterly/yearly reports submitted by EOC managers. Analyzes, if applicable, reconciles comparison of expenditures listed on the FHWA report to SAP, and determines if manager’s cost is within the Statement of Work(SOW’s) for review by FHWA program manager. Reviews invoices made by EOC staff to ensure proper recording cost, Ensures cost are accurate mathematically and have been accrued to proper accounts. Works with EOC staff to complete the payment process. Interpret and implement Federal regulations. Heavy interaction with other sections of the NCDOT Office of Inspector General the Controller, Divisions Budget Offices and also with representatives of the Federal Government.
