About The Position

The N.C. Department of Agriculture and Consumer Services provides services that promote and improve agriculture, agribusiness, and forests; protect consumers and businesses; and conserve farmland and natural resources for the prosperity of all North Carolinians. The Department employs approximately 2,000 employees. The primary purpose of the Purchasing Section is to provide procurement oversight, direction and administrative support for twenty-five divisions within the North Carolina Department of Agriculture & Consumer Services and will perform these functions in accordance with the North Carolina Administrative Code (as established by the Department of Administration, Division of Purchase & Contract and the Division of Information Technology (DIT), State Statutes, policies and procedures. This position is responsible for reviewing contractual and non-contractual goods/services purchases for the entire Department which includes everything from general office supplies, to specialized equipment. Services may include leasing agreements, maintenance agreements, equipment rentals, janitorial services, etc. This position will handle inquiries & quotes, bids, vendor conflicts and resolutions, encumbering/obligating funds through purchase orders and is involved in the training and education of the E-Procurement system and purchasing policies to division personnel. Position provides back up for the WEX gas card program, auditing the procurement card program and assists with other administrative functions for the Purchasing office. This position also provides back-up to the Agriculture Building Mailroom and will drive a State-owned vehicle to deliver mail.

Requirements

  • Experience with an electronic procurement system.
  • Experience with an electronic accounting system.
  • Experience working with contracts or leases.
  • Ability to interpret established rules and regulations.
  • Working knowledge of State and Departmental Purchasing regulations, guidelines, and policies and procedures, including North Carolina Administrative Code, State Statutes and Executive Orders.
  • Bachelor’s degree from an appropriately accredited institution, or Associate degree in business or related field of study from an appropriately accredited institution and two years of procurement experience; or equivalent combination of education and experience.
