GRADE 22 LOCATION OF POSITION Baltimore State Office Complex 301 W. Preston Street Baltimore, MD 21201 Annapolis State Office Complex 45 Calvert Street Annapolis, MD 21401 Main Purpose of Job This is the supervisory level of professional work for the Office of State Procurement. This position involves assigning, supervising, and performing procurement sourcing and award activities, as well as providing agency procurement technical interpretation, instruction, guidance, and assistance in accordance with State laws and regulations. Employees in this classification supervise lower-level Procurement Officers and may supervise clerical and support staff. This position may also serve as a backup to the Program Manager in times of absence.

Requirements

  • Bachelor’s degree from an accredited college or university.
  • Seven years of professional public sector procurement or private sector contracting experience, which includes activities such as soliciting, evaluating, negotiating, and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor debriefings, monitoring contract performance, eProcurement management, professional certification, and/or procurement business operations.

Nice To Haves

  • Procurement Officer experience conducting Competitive Sealed Proposals at a Maryland State agency.
  • Experience providing technical interpretation, instruction, guidance, and assistance in accordance with State Procurement laws and regulations.
  • Intermediate experience with FMIS, eMMA, Google Suite, and Microsoft Office Suite.

Responsibilities

  • Determines final approval for those procurements under the DGS OSP delegation authority, including review and possible revision of a PAAR (Procurement Agency Activity Report) item for each such approval or an Action Agenda Item to be submitted to the Board of Public Works (BPW).
  • Provides guidance to State agencies in all aspects of proper submissions.
  • Provides outreach to State agencies via attendance at agency pre-bid conferences and/or evaluation committee meetings, meetings with procurement staff to discuss results of procurement analyses, and assistance with training of agency procurement staff.
  • Provides managerial support to train, assign, review, and approve the above-described work performed by lower-level procurement officers at DGS OSP and other agencies.
