As a Procurement Officer II, you will employ proper procurement strategies to ensure compliance with regulations as required by Washington State, Federal law, and Port policies and procedures. You will guide internal and external customers regarding the procurement of engineering, architectural design, traditional design-bid-build projects, federal grant-funded, and unit price type contracts. You will review and evaluate statements of work, independent cost estimates, milestones, funding, and schedules while ensuring the planning encompasses the Revised Code of Washington (RCW) and federal law to identify and mitigate procurement as well as contract management risks. You will prepare and or review scope and statements of work, technical plans and specifications, and conduct market research, negotiations and interviews for procurement. You will develop procurement objectives in terms of competition and price; and construct solicitation vehicle including pricing arrangements, Special Terms and Conditions, and appropriate evaluation/ responsibility criteria and applicable socioeconomic programs. You will confirm complete and final payments per contract terms and conditions, applying any reductions, and closing contractual items in systems and databases. You will coordinate and prepare procurement and contract documents with multiple project team members, with an emphasis on speed without compromising quality. You will perform verification of supplier requests for payment against contract terms and recommend to Central Procurement Office (CPO) management termination of contracts for default or convenience as necessary and appropriate. You will troubleshoot late payments and investigate/remedy the issues that led to the non-payment. You will actively participate in the Port’s process improvement efforts including Standard Operating Procedures (SOP), template, and guidance document improvements and rewrites.
