Requirements

  • Bachelor's degree in Business Administration, Commerce or Economics
  • 10 to 15 years of procurement management experience in heavy civil works
  • Experience in heavy civil works construction industry preferred
  • Experience/familiarity and existing relationship with major local suppliers would be an asset
  • Practical experience of procurement processes, methods, practices and contract administration as well as accounting and scheduling principles
  • Proficient with MS Office (Word, Excel, PowerPoint, and Outlook)
  • Fluency in both English and French is required
  • Excellent verbal and written communication skills
  • Ability to coordinate the efforts of others to accomplish objectives
  • Strong analytical, problem-solving, and decision-making abilities
  • Excellent organizational skills
  • Ability to work productively with nominal supervision
  • Availability to travel to monitor supplier's performance, production and schedules as needed

Nice To Haves

  • Certified Professional Purchaser (CPP) designation is preferred

Responsibilities

  • Develop, recommend, and implement policies, procedures, systems, and standards for the procurement function
  • Plan and execute the overall procurement and sourcing strategy
  • Manage all procurement activities, plans, execution, and delivery
  • Ensure planning of resources and procurement activities in accordance with the project schedule
  • Manage project suppliers' and contractors' relationships to optimize financial, operational performance and administrative compliance
  • Develop and write the legal terms of RFP process in collaboration with legal department
  • Prepare the scope of work and specification for the RFP process
  • Prepare comparative reports regarding market conditions and merchandise costs
  • Negotiate prices and conditions with subcontractors and providers
  • Prepare and negotiate the contracts, including terms and conditions
  • Control the process if additional change orders are needed
  • Develop and prepare reports for the senior leadership of the project to provide an update of the procurement process
  • Manage team of buyers and subcontract administrators
