About The Position

This position is responsible for performing procurement and contracting activities at an entry level. Core work includes administering procurement and contracting software, developing, and negotiating routine contracts, performing contract administration duties, and helping to ensure quality control and compliance. Estimated Hiring Range: $72,765.00 - $88,935.00 Bonus Target: Bonus - SIP Target, 5%

Requirements

  • Minimum 2 years’ experience in conducting informal procurement processes
  • Minimum 1 year experience in contract development and negotiation or requisition to purchase order facilitation
  • Minimum 2 year’s buying goods and services

Nice To Haves

  • Preferred 3 years’ related experience in procurement and contracting
  • 3 years’ buying goods and services
  • Working experience with Agiloft (contract management system) and Workday (finance system)
  • Experience within health care or managed care, or for organizations that serve vulnerable populations

Responsibilities

  • Advises and provides technical guidance to internal staff regarding procurement processes, resolution of standard procurement activities, and alternative procurement solutions when applicable.
  • Develops and drafts solicitation documents, such as Request for Quotes.
  • Facilitates procurement processes to ensure compliance with procurement policies.
  • Assists in technical market research.
  • Assists in recommending specifications, requirements, and guidelines.
  • Evaluates supplier proposals to ensure all requirements are met.
  • Maintains all procurement related documents in a uniform manner as established by the department.
  • Provides assistance to departments conducting direct and informal procurement processes.
  • Reviews, approves, and processes purchasing requests such as purchase requisition in Workday and program specific purchasing initiatives in accordance with program guidelines and in compliance with Company purchasing policies and procedures.
  • Reviews, drafts, negotiates, and facilitates execution of business contracts and amendments.
  • Learns to translate program requirements into contract terms.
  • Evaluates contracts for potential performance risk and negotiates contract terms to mitigate risks.
  • Issues purchase orders and enters contract information into Finance information systems.
  • Consults with Director, Manager, and/or advanced analysts where legal clarification may be needed.
  • Maintains all contract related documents in a uniform manner as established by the department.
  • Inputs and updates contract management software/systems, Workday (finance system), and other related systems tracking contract administration and financial activities.
  • Setup suppliers in Company systems and complete key business review to ensure the supplier is not an excluded entity and has satisfactory business documentation (e.g W-9, ACH, insurance, licenses, business registration, etc.).
  • Administers the organization’s procurement contracting software/application, including maintaining, updating, tracking, and monitoring requests, developing reports, providing training, developing job aids, and problem solving.
  • Assists Finance in the management of the company procurement card program.
  • Assists Accounts Payable with invoice/purchase order matching issues
  • Assists in the development of data collection methodology and implements data for tracking different business metrics.
  • Contributes to components of strategic initiatives and projects.
  • Builds relationships across internal teams and external organizations.
  • May assist internal project managers to identify process improvement and creative solutions.
  • Provides internal customer service by developing and maintaining working relationships throughout the Company; identifies customer requirements and specifications; acts as a consultant to customers by advising on products and suppliers, and providing guidance and assistance in compiling, writing, and review product specifications.
