About The Position

The Procurement Analyst is responsible for the acquisition of goods and services, including equipment, professional services, design and/or construction services, business contracts, maintenance services, consulting, and personal services. This role works on complex procurement assignments requiring analysis of multiple purchasing options. The Procurement Analyst has authority to make purchases within broadly defined dollar limits and exercises judgment to determine the most effective methodology for acquiring goods and services. The position operates with minimal day-to-day instruction and receives general direction on more complex or unique purchasing assignments. Using a full understanding of industry practices and organizational policies and procedures, the Procurement Analyst resolves a wide range of procurement issues and demonstrates sound judgment in selecting appropriate methods and techniques.

Requirements

  • Five (5) or more years of experience in purchasing, supply chain, commodities, or procurement.
  • Bachelor’s degree in a related area and/or equivalent experience or training.
  • Demonstrated analytical skills to evaluate quality and cost effectiveness of multiple and complex purchasing options.
  • Strong written and verbal communication skills.
  • Proficiency in standard spreadsheet and word processing software.
  • Ability to develop cooperative working relationships within the purchasing function and with a wide range of UCSF Health personnel and suppliers.
  • Ability to exercise sound and accurate judgment in routine and emergency situations.
  • Ability to treat all suppliers equitably and maintain professionalism when interacting with suppliers and user departments.
  • Strong skills in ERP/financial systems (e.g., Oracle, PeopleSoft, SAP, Banner).
  • Knowledge of organizational departments and operations to effectively meet procurement needs.
  • Ability to read and interpret contract terms and conditions.

  • CPSM (Certified Professional in Supply Management) certification.

Responsibilities

  • Negotiate with suppliers for competitive pricing and favorable terms; develop new supply sources as needed; resolve supplier performance issues.
  • Draft and execute purchase orders and purchase agreements using standard UC templates, terms, and conditions for materials, supplies, equipment, and services.
  • Draft custom agreements such as Statements of Work (SOWs) and Requests for Quotations (RFQs), including specifications and applicable terms and conditions.
  • Communicate regularly with internal customers; ensure departmental compliance with procurement policies to reduce risk to the University.
  • Collaborate with end users to develop specifications for SOWs and RFQs.
  • Assist in implementation of organizational or systemwide agreements; manage demand against agreements.
  • Make recommendations regarding new supply sources and support the use of a diverse supply base, as appropriate.
  • Perform cost analyses and review contract terms and conditions for appropriateness; make awards based on cost and specification requirements.
  • Provide analysis for complex purchasing projects; develop advanced spreadsheets and supporting documentation.
  • Interpret and apply University policies and procedures.
  • Maintain a working technical understanding of commonly purchased products; participate in professional development and training.
  • Document interpretations of processes, policies, and procedures for customers and suppliers.
  • Evaluate sole source justifications for appropriateness; prepare sole source justifications and basis for award documentation when necessary.
  • Support and/or supervise purchasing assistants, lower-level buyers, or other administrative staff, as assigned.
