Parsons is looking for amazingly talented Principal Program Controls Engineer Specialists to join our team! In this role you will get to assist in responsibilities related to cost control, budget control, data management, and reporting supporting Defense Industrial Directorate.

Requirements

  • Bachelor’s degree in business administration, Finance, Engineering or Construction Management (or related field) as well as 5-10 years of related work experience, or equivalent work experience required.
  • Assignments require the working knowledge of various software used in the Project Controls Department, such as Excel, Forecasting Tools and Costpoint.
  • Experience with fixed price vertical construction projects
  • Experience working on federal contracts
  • General understanding of GAAP principles
  • Highly proficient in Microsoft Office Suite (e.g., Outlook, Word, Excel, PowerPoint)

Nice To Haves

  • Experience in Primavera and Scheduling software a plus

Responsibilities

  • Manage full program life cycle financials across FFP, T&M, and Cost-Plus contracts, including planning, tracking, analysis, project setup, invoicing support, accruals, monthly forecasting, and month-end close activities.
  • Variance & Change management: Forecast and identify variances from project plans and pricing; manage change orders; provide financial analysis to Program Management; take proactive steps to manage project cost, schedule, and performance.
  • Financial Modeling: Develop and maintain revenue recognition models, EACs, Estimates-to-Complete (ETCs), burn rate analyses, and related cost analyses using advanced Excel-based financial modeling.
  • Partner with Program Managers and cross-functional stakeholders (business management, billing, contracts, subcontracts, and operations) to drive execution of business plans, oversee forecasting and planning, and ensure achievement of financial targets.
  • Prepare and support Quarterly Deep Dive, Business Plan, and monthly forecast ensuring accuracy and alignment with business objectives.
  • Reporting and variance analysis to include Revenue, Profit, cash backlog and Risk and Opportunities
  • Manage the project Risk Register through monthly cross-functional workshops, identifying and mitigating risks while quantifying cost and schedule impacts and determining contingency based on probability.
  • Attend weekly project schedule meetings and apply EV methodologies ensuring cost and schedule appropriately reflected in time phase forecast.
  • Assesses the impact(s) of design/construction changes and schedule slippages.
  • Maintain all project controls procedures in alignment with project business processes and determine methods to improve processes through lessons learned and analysis.
  • Oversee the development and maintenance of an established information management system to show the hierarchy of plans and schedules; keeps project and company management fully informed of project status.
  • Reviews proposed project budget and scope changes for proper justification and documentation.
  • Manages subcontractor and client invoice cycles.
