About The Position

GENERAL STATEMENT OF DUTIES: To perform the most complex technical, analytical, evaluative and liaison work in human service planning and development of policies and systems; and to do related work as required. SUPERVISION RECEIVED: Works under the general supervision of a superior from who assignments are received in outline form with considerable latitude for the exercise of independent judgement and initiative. SUPERVISION EXERCISED: Plans, supervises and reviews the work of subordinate technical and clerical personnel assigned to assist. ILLUSTRATIVE EXAMPLES OF WORK PERFORMED: To perform the most complex technical, analytical, evaluative work in the planning and development of human service policies and systems on a statewide basis. To plan, organize and supervise subordinate specialists in the development of human service policy and systems. To be responsible for planning and organizing field staff input for the development of electronic policy and systems. To research, write and edit Department of Human Services policy based upon accurate interpretation of federal/state laws and regulations. To do related work as required. REQUIRED QUALIFICATIONS FOR APPOINTMENT: KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of the principles and practices of developing human service programs and systems; a thorough knowledge of the methods and techniques involved in the electronic and manual collection and organization of data used in human service programs; the ability to understand electronic file maintenance in policy and eligibility systems; the ability to interpret federal and state laws and regulations and their impact on Department of Human Services policies; the ability to establish and maintain effective working relationships with federal, state and community officials as well as the general public; and related capacities and abilities. EDUCATION AND EXPERIENCE: Education: Such as may have been gained through: graduation from a college of recognized standing; and Experience: Such as may have been gained through: progressively responsible employment in using and/or formulating Department of Human Services policies and/or systems. Or, any combination of education and experience that shall be substantially equivalent to the above education and experience. Supplemental Information The Principal Human Services Policy & System Specialist (PHSPSS) for the Policy Unit will concentrate on building tools utilized by SNAP Policy and DHS staff. All materials will be necessary for the DHS field, and a general understanding of the SNAP policy. This position will focus on the new Quality Initiatives across the agency to meet with new federal changes In addition to the job description, the preferred competencies for this position include: Knowledge • Possess high to expert-level technology skills and/or SNAP knowledge. o Preferred 3+ years of SNAP Policy knowledge & SNAP experience o Preferred 1+ years of IT work experience o Strong ability to troubleshoot complex systems and resolve technical issues o Demonstrates the ability to independently convey technical information to non-technical stakeholders o Ensures services are reliable, user-focused, and meet agency needs o Demonstrate advanced ability to use technology, including facilitating meetings via Zoom and Teams, utilizing Microsoft 365 Office Suite effectively, with experience in Word, PowerPoint, Adobe, Excel, and SharePoint file management Planning and Organizing • Independently develop plans to achieve requested outcomes and objectives to meet project deadlines. o Able to use time effectively and efficiently to meet goals o Able to prioritize work to complete tasks on time o Able to manage schedule o Able to plan, organize, and manage projects from start to finish o Able to adjust to organizational and team schedule needs quickly Communication • Communicates information to individuals and groups. Clearly and concisely relays information from complex written policy and ensures staff understand the information and the message. Listens and responds appropriately to others. o Clearly and concisely convey information verbally and in writing (i.e., emails, job aids, etc.) o Maintain development schedules that are accurate and communicated to the team and DHS operations accurately o Able to resolve conflict o Able to communicate with DHS staff clearly and concisely at all levels o Able to receive and provide constructive criticism when working on collaborative projects with team members and others throughout the organization Policy Development • Supports and reinforces DHS policy through the creation and maintenance of policy documentation like transmittals, CSDL materials, and policy clarification via email. o Identify the appropriate policy to support the SNAP changes, do this by utilizing and maintaining all tools o Develop policy materials, including but not limited to policy transmittals, policy guidelines, and policy document of truth. o Leads review teams to ensure finalized materials meet DHS standards o Deliver knowledge transfers in accordance with the technological needs defined by the organization o Able to review CSDL material, including knowledge transfers on digital learning platforms (i.e., learning management system and power point recording) The individual hired to fill this position is being hired into an E-Verify site which contains Federal tax Information (FTI), as defined in IRS Publication 1075.
