About The Position

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities Serve as a Principal Emergency Response Specialist for the Global Communications (GC) Division, Emergency Communications Network (ECN) Program located at the Remote Sensing Laboratory, Nellis (RSLN) on Nellis Air Force Base in Nevada and will support the division as a member of the Operations Department in the ECN Network Operation Center (NOC).

Requirements

  • Bachelor’s degree in related field or equivalent training and experience and at least 8 years of relevant experience.
  • Able to utilize independent judgment, creativity, initiative, and ability to apply knowledge and experience to resolve problems and compose technical correspondence and reports.
  • Able to prioritize and schedule multiple activities of the division.
  • Able to communicate with all types of people in a tactful, professional, and effective manner while screening and maintaining confidentiality.
  • Able to remember extensive policies, procedures, terminology, schedules, personnel, and other details.
  • Able to deal with pressure of handling multiple tasks, complains, frequent interruptions, and time constraints.
  • Knowledge of basic math, grammar, spelling, and punctuation.
  • Familiar with software applications used in the position.
  • Able to delegate, direct, and supervise work of assigned personnel.
  • Primary work location will be the Remote Sensing Laboratory, Nellis Air Force Base (RSL-N).
  • Work schedule for this position will either be 4/10’s, 9/80, or 5/8’s (per management discretion) .
  • Must be willing to perform on-call duty and ensure availability to work non-standard hours.
  • Pre-placement physical examination, which includes a drug screen, is required.
  • MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.
  • MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications.
  • Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance.
  • Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment.
  • In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age.
  • Reference DOE Order 472.2 , “Personnel Security”.
  • If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
  • Department of Energy Q Clearance (position will be cleared to this level).
  • Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.
  • Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter.
  • Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.

  • Desired work experience in customer service unit (CSU), Operations Command Center (OCC), Network Operations Center (NOC) or Emergency Operations Center (EOC).

Responsibilities

  • Contributes to solutions in a team environment to meet mission demands for the Global Communications (GC) Division and the Emergency Communications Network (ECN) Program at the Remote Sensing Laboratory–Nellis.
  • Coordination of disaster response or crisis management activities, such as evacuations, shelter-in-place, and special needs plans and programs in accordance with outlined operating procedures.
  • Assists in tests and evaluations of emergency management plans in accordance with state, federal and DOE regulations.
  • Supports logistical coordination for deployments, assessments, and site survey
  • Works closely with HQ and GC Forrestal Operations Department
  • Works with other functions to establish standards, effective planning, measurements, and control techniques.
  • Develops and maintains procurements, procedures, documents, inventories, and reports to ensure compliance with DOE Orders, Company Procedures, etc.
  • Establishes specifications for and procures necessary equipment, material, tools and supplies in support of the ECN.
  • Prepare presentation material and conduct training courses that teach people how to effectively respond to major emergencies and disasters. Also plan, research, and participate in training activities and exercises for team members.
  • Helps maintain processes, plans, vehicles, equipment, and systems in a deployment-ready status.
  • Maintains liaisons with other government agencies and external parties such as embassy, municipalities, county departments, and similar entities to facilitate plan development, response effort coordination, and exchanges of personnel and equipment.
  • May serve as supervisor or team leader on planning and execution of ECN program emergency response activities.
  • Identifies deficiencies in emergency preparedness drills and exercises and recommends corrective actions.
  • Support senior personnel during drills, exercises, and real-life CONUS/OCONUS missions.
  • Assist NOC with end-user help to support field operations: customer interaction, low-level technical troubleshooting, event resolution, process documentation, logistics, inventory, etc.
  • Perform data entry (Footprints, WASP, SolarWinds, etc.) and assist with phones, customer requests, and ticketing workflow while engaging other teams including Network, Cyber, Data, and Project Management.
  • Comply with validation requirements, standard-operating procedures, and change control maintenance for product lifecycle.
  • Create and maintain comprehensive documentation for customer support, system maintenance, personnel and customer rosters, and emergency preparedness.
  • Learn technical principles, theories, standards, practices, and procedures for data collection and measurement.
  • Participates in the Deployment Authorization Program (DAP) for emergency response and temporary duty location (TDY) for non-emergency response travel.
  • Serve as an emergency responder as job dictates.
