The Digital Technology Services (DTS) Principal Data Procurement Analyst leads and manages department vendor activities to ensure compliance with Hackensack Meridian Health (HMH) network legal and security standards. Responsible for ensuring that legal compliance standards and processes are in place for all existing and future vendor engagements and that all vendor-related data exchanges, both outbound and inbound, are monitored and governed by a scalable and repeatable process that protects the DTS Data & Analytics (D&A) team across data sharing agreements. Collaborates with Business stakeholders, DTS, and D&A Leadership and Analytics Translators to ensure consistency and ongoing satisfaction of vendor engagements, including on-time delivery of requested data, facilitating a process for change requests, and optimizing requirements. Monitors and enforces contract timelines and limitations to ensure agreements and any shared data align with the Health Insurance Portability and Accountability Act (HIPAA) and Health Information Technology for Economic and Clinical Health Act (HITECH) standards while meeting business needs.

Requirements

  • Bachelor's degree, preferably in Business Administration, Healthcare Administration, Healthcare Management, or another equivalent degree; or equivalent experience (4 years).
  • Minimum of 4+ years of demonstrated leadership in an enterprise information technology-related department, including program and personnel leadership.
  • Minimum of 4 (8 if no degree) years of strong experience in product development, preferably with a combination of business strategy and Information Technology (IT).
  • Minimum of 2 (6 if no degree) years working with complex legal and compliance organizations, preferably in the Healthcare Provider ecosystem.
  • Demonstrated understanding of databases, cloud computing services, and data pipelines.
  • Knowledge of enterprise analytics tools and services.
  • Ability to think critically, prioritize, and build relationships across teams and levels in the organization.
  • Ability to work with technical and non-technical stakeholders.
  • A desire to learn and be intellectually curious, with big-picture and detail-oriented thinking.
  • Ability to translate business requirements into technical requirements.
  • Excellent written and verbal communication skills.
  • Proficient computer skills that include but are not limited to Google Suite and/or Microsoft Office platforms.

Responsibilities

  • Lead and facilitate the solutioning and execution of data sharing with vendor partners, including outbound and inbound data feeds, report delivery, and other technical integrations.
  • Help vendors navigate our technical teams and architecture to ensure alignment with HMH policy and facilitate business requirements.
  • Works with Analytics Translators (Product Owners) to ensure business owners vet vendor needs, comply with HMH security and legal standards, and, as needed, follow D&A intake and request processes.
  • Lead coordination of vendor engagements across appropriate D&A, DTS, and business stakeholders.
  • Develop and implement a scalable governance framework for vendor partnerships, including development of policies and communications and a process for managing vendor deliverables against contract/Scope of Work (SOW) terms.
  • Responsible for representing D&A for compliance reporting and audit support as it relates to vendor engagements/contracts.
  • Establish a process of oversight for management of vendor contracts, renewals, and extensions.
  • Lead and maintain relationships with internal and external customers.
  • Own and expand a programmatic approach to data monetization, including legal, compliance, and technical frameworks.
  • Exercise a strong decision-making mandate across the team as a proxy to the senior product team member(s).
  • Manage the end-to-end contract lifecycle, including initiation, negotiation, approval workflows, renewals, and extensions, ensuring alignment with departmental and organizational goals.
  • Coordinate and oversee the Request for Proposal (RFP) process, including drafting, distribution, vendor evaluation, selection criteria management, and final recommendation.
  • Act as primary point of contact for vendor escalation issues, proactively managing resolutions and maintaining detailed records to support performance reviews and contractual compliance.
  • Stays abreast of regulatory and compliance rules and industry best practices to ensure HMH is aligned with standards and actively mitigating risk.
