We are seeking a Principal – Technical Program Manager to lead complex, enterprise-scale technology and operational transformation initiatives for Pioneer clients. This role serves as a senior delivery leader and trusted advisor, accountable for program architecture, execution discipline, and cross-functional alignment across highly interdependent technical and operational workstreams. This position blends program leadership, technical delivery strategy, systems thinking, and consulting advisory, operating with minimal oversight in ambiguous environments. The Principal TPM partners closely with executive stakeholders, architects, engineers, and delivery teams to translate strategic objectives into executable roadmaps while managing systemic risk, sequencing tradeoffs, and delivery predictability. The Principal – Technical Program Manager plays a key role in strengthening Pioneer’s Technology Enablement and Delivery Excellence capabilities through mentorship, standards development, and contribution to client solution design and business development efforts.

Requirements

  • Bachelor’s degree in Engineering, Information Systems, Operations, Business, or related technical discipline required, or equivalent experience
  • 12+ years of experience leading large-scale, cross-functional technology programs or operational transformation initiatives
  • Proven experience delivering complex enterprise initiatives spanning data platforms, analytics, cloud infrastructure, enterprise applications, or mission-critical operational environments
  • Demonstrated ability to operate at a portfolio or systems level, managing multiple concurrent workstreams and interdependencies
  • Experience facilitating Agile and hybrid delivery models across technical teams
  • Strong consulting experience including executive communication, problem-solving, and client relationship management
  • Experience coordinating delivery across architecture, engineering, integration, data, and operations teams
  • Ability to manage ambiguity, define structure, and drive execution discipline in evolving environments

  • Scrum Master or Agile delivery certification preferred
  • Advanced degree (MBA, MS Engineering, or equivalent experience) preferred
  • Experience delivering consulting engagements within technology, data, analytics, or digital transformation domains
  • Experience with modern delivery and governance tools such as Azure DevOps, Jira, or similar platforms
  • Experience supporting consulting business development, proposals, and solution architecture
  • Experience in the Data Center industry or with large-scale capital projects

Responsibilities

  • Lead delivery of complex, multi-workstream technology programs from strategy through implementation, ensuring measurable business outcomes
  • Define program execution architecture including sequencing strategy, dependency alignment, and integration gating
  • Translate strategic objectives into actionable delivery roadmaps, work plans, and execution frameworks
  • Manage cross-functional teams consisting of architects, engineers, analysts, and client stakeholders
  • Identify, evaluate, and manage systemic risks, dependencies, and integration challenges across concurrent initiatives
  • Anticipate scaling constraints, reliability exposure, and operational readiness risks that extend beyond a single program
  • Drive alignment on sequencing tradeoffs, scope boundaries, and resource implications among senior stakeholders
  • Ensure enterprise-level readiness, validation, and mitigation strategies are defined and executed
  • Establish and maintain disciplined program governance including milestones, risk management, issue tracking, and reporting
  • Lead executive-level communications including steering committee updates, decision briefings, and delivery reviews
  • Present executive-ready insights that quantify delivery risk, operational impact, and decision implications
  • Serve as a trusted advisor to client executives on feasibility, prioritization, and execution strategy
  • Define, refine, and promote technical program management standards, frameworks, and best practices
  • Mentor and coach Technical Program Managers and delivery team members
  • Contribute to delivery excellence and maturity across Pioneer’s technology enablement practice
  • Support business development through proposal contributions, delivery planning, and client solution design
  • Perform additional responsibilities as assigned to support client delivery and practice growth
