Location : This is a hybrid (virtual/onsite) position with required onsite days on Monday, Tuesday and Thursday assigned to One Energy Plaza located in Jackson, MI.  The selected candidate must be within a commutable distance or willing to relocate (relocation package is available for those that qualify). Other Consumers Energy locations may be considered as well. SUMMARY OF JOB RESPONSIBILITIES The Principal Rates Analyst‑Regulatory Policy serves as a senior subject‑matter expert in utility ratemaking and regulatory analysis. This role oversees, monitors, reviews, and evaluates laws and regulations that impact the utility’s business practices and regulatory filings. The incumbent develops highly complex analyses and performs related studies and modeling. This role is responsible for leading, developing, and maintaining analyses of utility regulatory filings for both gas and electric utilities. The Principal Rates Analyst‑Regulatory Policy works cross‑functionally and influences senior leaders by providing insights and recommendations grounded in rigorous quantitative and policy analysis, and reviews highly complex utility filings with public utility commissions.

Requirements

  • Demonstrated ability to summarize legal documents.
  • Demonstrated analytical and problem‑solving abilities.
  • Knowledge of accounting and finance principles.
  • Strong verbal and written communication skills.
  • Demonstrated experience using Excel and PowerPoint.
  • Demonstrated proficiency in MS Word.
  • Ability to coach and mentor junior analysts.
  • Ability to compile, manage, and utilize large data sets in Excel and other data management software and systems.
  • Understanding of utility operations, strategic priorities, and regulatory frameworks across electric and gas systems.
  • Proven ability to collaborate across departments and influence decision‑makers.
  • Bachelor’s degree in Finance, Accounting, Political Science, Law, or Engineering with a minimum of seven (7) years of experience creating executive‑level PowerPoint and other communications; developing levelized cost, cost‑benefit, and other investment analyses; drafting briefs; and managing documentation.
  • Associate degree in Finance, Accounting, Political Science, Law, or Engineering with a minimum of nine (9) years of experience creating executive‑level PowerPoint and other communications; developing levelized cost, cost‑benefit, and other investment analyses; drafting briefs; and managing documentation.
  • High School Diploma with a minimum of eleven (11) years of experience creating executive‑level PowerPoint and other communications; developing levelized cost, cost‑benefit, and other investment analyses; drafting briefs; and managing documentation.

Responsibilities

  • Provide strategic insights to influence business decisions related to regulatory strategy and customer rate impacts.
  • May also have responsibility for driving internal customer communications based on proposed tariff changes.
  • Responsible for monitoring public utility commissions for changes in regulatory policies and procedures that could impact utility rate case filings and determining the appropriate course of action.
  • Perform highly complex electric marginal and embedded cost of service studies, including all required special studies.
  • Drive partnerships with other departments to ensure cross‑functional alignment.
  • Oversee the creation of technical and cost analyses required to develop and gain approval for filings.
  • Update highly complex rate case exhibits and assist in preparing testimony for filings.
  • Responsible for capturing key metrics on highly complex utility and/or regulatory rate filings, which may include tracking docket numbers, authorized return on equity, capital structure, requested and approved rate base, and expected changes in customer rates.
  • Other duties as assigned or as necessary.
