GENERAL DESCRIPTION The Pricing Analyst will primarily support Contracts, Finance and Proposal Management efforts to facilitate accurate proposal/quote preparation. Other duties will include maintaining accurate and complete pricing models that consistently generate valid cost/price data for proposal efforts. Conducts market research related to pricing competition, assesses data, and develops insights into market trends and pricing strategies. Maintains a database of historical pricing data to monitor and evaluate the effectiveness of pricing and guide pricing decisions. Coordinates tools, reports, and communications for accurate pricing information responsive to market changes. Examines supporting materials and agreement documents related to bids or contracts and provides guidance. Assist with development, preparation, and administration of contracts, bids, and proposals that meet specifications and comply with all policies and regulations. Support or participate in contract negotiations with suppliers, partners, or customers. Review contract terms to identify any potential risk or compliance issues. Assist with liaison activity between the organization and subcontractors to implement contracts and maintain contract records used to ensure compliance with reporting and regulatory requirements.

Requirements

  • Bachelor’s degree in related field such as Business Administration, Finance, or Accounting or 1-3 years’ experience in similar or related field
  • Strong analytical capabilities with the ability to produce relatively error-free work product deliverables
  • Good understanding of business fundamentals and financial models
  • Proficiency in MS Excel, Word, PowerPoint and other MS Products
  • Must have excellent organizational and time management skills.
  • Ability to work in both a Team environment as well as individually
  • Excellent problem solving and communication skills

  • Must have or be able to obtain/maintain a Secret clearance

Nice To Haves

  • General knowledge of all contract types
  • Advanced level with Microsoft Excel (including VBA)
  • Functional knowledge of FAR, DFARs and CAS
  • Experience with Deltek ProPricer

Responsibilities

  • Review RFP/RFQs to understand pricing requirements for submitting compliant proposals. Make recommendations on pricing strategy to influence the pricing to improve PLEXSYS’ profitability.
  • Work with Engineering, Program Management, Purchasing, Business Development and other applicable functions to determine customer deliverables and the cost components (Labor hours, Material, subcontractor quotes) and all other pertinent information relating to proposal efforts.
  • Lead effort on proposal fact-finding in support of customer negotiations related to all cost and rates information.
  • Ensure proposal format and content comply with Federal Acquisition Regulation (FAR) and applicable supplements such as DFARS, CAS, and other agency supplements related to proposal preparation, review, approvals, documentation, and retention.
  • Develop cost estimate, noting all assumptions and resources. (Commercial and Non-commercial)
  • Work with other functions to generate and ensure Basis of Estimates (BOEs) are accurate and complete (as applicable).
  • Review formulas, application of indirect rates and general logic used in the cost proposal.
  • Document and provide support in defending cost methodologies.
  • Support any pre or post award DCMA/DCAA audits related to contract cost/price proposals.
  • Modify estimates for changes in technical, scope or schedule requirements.
  • Verify that the pricing package includes adequate supporting data to ensure traceability from the cost summaries to the technical estimate and the basis of estimate.
  • Ability to manage multiple proposal projects at the same time.
  • Assist in the development, implementation, and configuration of cost-estimating relationships (CER), pricing models, tools, and methodologies.
