About The Position

IDEAL CANDIDATE The ideal candidate for a Pretrial Services Division Manager holds a bachelor’s degree in the behavioral services, social sciences, social work, criminal justice, or a related field, combined with 3+ years of experience in pretrial services, diversion, and/or monitoring, human services, or law enforcement, typically including supervisory experience. They must demonstrate strong leadership, and an ability to lead a team to support a high need population in a high-pressure, fast-paced, environment. The ideal candidate must have a strong knowledge of criminal court justice procedures, accessing, retrieving, and interpreting criminal records, bail statutes, related legislation, risk assessment tools, and proficiency in staff management and report writing; and excellent verbal and written skills for interacting with judges, attorneys, and law enforcement. They must have strong community presence, commitment, and relationships. DEFINITION Under administrative direction, the Pretrial Division Manager is a leadership position responsible for overseeing the daily operations, strategic planning, and staff of SF Adult Probation Department’s pretrial services division. This role develops, implements, and oversees pretrial Own Recognizance (OR) Release, Supervised Pretrial Release, and Conditional Release Programs. Co-lead/facilitates the development, management, and oversight of violence reduction strategies and Reentry services. This role ensures that individuals released on bond adhere to court-ordered conditions, thereby aiding in the reduction of jail populations while maintaining public safety. The Pretrial Division Manager makes decisions which impact the daily operations and implementation of established procedures and policies of the pretrial services division and solve problems requiring analyses of issues that may result in deviations from routine processes, new technology and/or additional resources.

Requirements

  • Possession of a baccalaureate degree from an accredited college or university AND Three (3) years full-time equivalent experience performing professional level work in Pretrial Services, Community Development, Court Administration, Behavioral Health, and/or related field.
  • SUBSTITUTION : Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units or forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field. One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Responsibilities

  • Manages the Pretrial Services Division, including staff supervision, training, performance evaluations, and implementing department policies.
  • Supervises, trains and evaluates the activities of personnel, and coordinates and monitors the work of consultants and contractors working for the department.
  • Routinely lead, participate, and represent SFAPD in the community in partner meetings, stakeholder meetings, and with community-based organizations.
  • Establish goals, objectives, and metrics for utilization of electronic and alcohol monitoring.
  • Ensure all staff are routinely trained and updated on all legal updates, and create, maintain, and implement all policy and procedures.
  • Build strong collaborative relationships with other agency divisions and units.
  • Coordinates budget preparation, monitors expenditures and financial reporting for the Division; prepares reports, memoranda, and correspondence; and maintains statistical records.
  • Review and recommend modifications to training curriculum to enhance effectiveness for delivery of evidence-based services.
  • Propose, implement, and enforce standard operating procedures for the Division.
  • Maintain a role in violence reduction and reentry services initiatives, development and implementation.
  • Ensure that staff assigned to the Division adhere to standard operating procedures and department policies.
  • Maintain and apply knowledge about evidence based or professional standards related to supervision and case management techniques that enhance Division effectiveness.
  • Ensure that a wide range of evidence based supportive services, housing, and rehabilitative opportunities are adequately available to meet the full range of client need.
  • Ensure proper application of supervision technology tools are available and utilized effectively.
  • Ensure all mandated reporting is recorded, analyzed, and reported timely and accurately.
  • Represent the Department or Division to the Mayor's Office, Board of Supervisors, and Controller’s Office, other City officials, outside agencies or the general public.
  • Conduct employee evaluations of Division supervisors and ensure that Division supervisors evaluate Division employees in a timely and consistent manner.
  • Respond to inquiries from other departments and the courts regarding Division services and activities.
  • Attend and participate in internal and external meetings that support department objectives and are relevant to job function
  • Perform other related duties and work overtime as required.
