Job Overview The United States Space Force developed the Military Standard Order (MSO) Program which is modeled after the Federal Aviation Administration (FAA) Technical Standard Order (TSO) Authorization (TSOA) process as codified in the United States Code of Federal Regulations (CFR) Title 14 CFR Part 21 Subpart O, Technical Standard Order Approvals . The Precise Positioning Service Equipment Certification Office (PECO) acts as the MSO Program certification authority for customers/applicants who seek MSO Authorization (MSOA) on Global Positioning System (GPS) Precise Positioning Service (PPS) User Equipment (UE).

Requirements

  • Bachelors Degree in Engineering or similar technical discipline is required.
  • Operational knowledge of RTCA DO-178() and DO-254.
  • Operational knowledge of TSO program processes and general FAA regulations and guidance.
  • Basic knowledge of GPS and how MOPS such as RTCA DO-229() are invoked for equipment certification.
  • Able to analyze FAA regulatory requirements and advisory materials.
  • Exceptional organizational skills, self-motivation, a sense of urgency and sensitivity to deadlines, and detail oriented.
  • Technical writing ability.
  • Ability to communicate and present both orally and written.
  • Ability to work independently and as part of a broader team.
  • Possess strong analytical and problem-solving abilities.
  • Must be able to obtain a U.S. Security clearance. This means that only U.S. citizens are eligible for this position.
  • May be asked to work extended or irregular hours as required.
  • Must be able to travel to customer/applicant locations.
  • Ability to communicate effectively, both verbally and in writing

Responsibilities

  • Perform Certification Authority activities per the MSO Program, including:
  • Reviewing customer/applicant Certification Plans and Change Impact Analyses.
  • Conducting Software Reviews on the software development process (e.g., DO-178) (desktop and on-site).
  • Conducting AEH Reviews on the Airborne Electronic Hardware (AEH) development process (e.g., DO-254) (desktop and on-site).
  • Reviewing and approving MSO functional data (e.g., MSO-C145b, DO-229()).
  • Supporting customer/applicant meetings and reviews (desktop and on-site).
  • Developing official PECO correspondence (e.g., Issue Papers, MSOA Letters).
  • Developing MSO standards (e.g., MSO-C145()) and related guidance (e.g., templates) and assisting in their approval.
  • Staying current with certification authority (e.g., FAA, EASA) and industry (e.g., RTCA, SAE) guidance and incorporating guidance into the MSO Program as appropriate.
  • Providing MSO Program technical assistance and advice to government and industry.
  • Communicate with project team members to identify scope of work, schedule, and risks.
  • Identify potential certification issues and any adverse impact; communicate any certification related information to team.
  • Analyze problems and derive appropriate solutions.
  • Maintain accurate and up-to-date certification records.
  • Maintain a safe, secure and legal work environment, adhering to all company policies and procedures.
  • Contribute to team effort by accomplishing related results as needed.
  • Maintain and protect the confidentiality of the Companys information and products.
