The Systems/Data Analyst for Information Technology (IT) Applications Shared Services reports to the Director of IT Applications Shared Services. This position assists in leading and facilitating the execution of strategies and oversees common Applications team functions and capabilities to reduce costs and improve efficiency. This position focuses on driving improvements in the areas of resource management, risk management, application security, audit compliance, contract management, disaster recovery and other specific operational duties commonly shared across the IT Applications team. The position is responsible for the development of standardized metrics, dashboards, reporting, and process improvements supporting the IT Applications portfolios. This position partners with key stakeholders to help them rationalize and optimize department activities and strategies using systems/data analysis. This position is responsible for leading and/or supporting multiple strategic projects. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. The Health and Human Services Commission (HHSC) IT Applications department has approximately 600 employees and supports over 450 applications across the state of Texas. The scope of program portfolios served by the IT Applications Services team includes: Medical and Social Services, Public Health Services, Regulatory Services, Enterprise Resource Planning, Family Health Services/Family and Community Health, Intellectual or Development Disabilities/Behavioral Health Services, Health and Specialty Care (State Operated Facilities), Office of Inspector General and Administrative Applications. Selected candidate must work onsite from an HHS office located in Austin, Texas designated by the hiring manager.

  • Bachelor's degree from an accredited college is preferred. Experience and education may be substituted for one another on a year-for-year basis.
  • Three (3) to Five (5) years of professional experience with systems and data analytics is required.
  • Three (3) to Five (5) years of experience with data visualization and analysis tools, specifically Microsoft Power BI is strongly preferred.
  • Three (3) to Five (5) years of experience in composition and technical writing including diagram flows using mapping tools (Visio), Microsoft Office Suite (Word, Excel and PowerPoint) and Microsoft Project is strongly preferred.

Nice To Haves

  • Power BI Data Analyst Associate certification (Microsoft PL-300 exam) is preferred.

Responsibilities

  • Assists in defining and implementing key measures of success for shared services functions.
  • Promotes proactive approaches to solving business needs and problems using systems/data analysis.
  • Work involves coordinating the planning and analysis of business requirements, procedures, and problems to automate processing or to improve existing systems.
  • Performs data analysis work with primary emphasis on developing new or improved solutions that can be adopted across IT Applications.
  • Leads and/or assists in various data collection and analysis activities to create/improve processes, databases, tools and metrics.
  • Participates in IT contract management (terms, renewals), IT security compliance, application assessments, audits, budgets, and legislative requirements.
  • Performs other duties as required.
  • Drives actions and plans that improve key performance indicators in the areas of cost, quality, cycle time and/or other services provided.
  • Benchmarks best practices for capabilities, processes, and systems both internally and with other agencies/entities.
  • Works in the design and implementation of new or revised methods that effectively meet agency needs.
  • Provides vision and strategic direction for new and existing data and analytics systems in support of the HHS business objectives and requirements.
  • Provides technical expertise for activities related to HHS data and its use, or proposed use, in IT Applications for Shared Services.
  • An in-depth understanding of business requirements and how the data supports those requirements, as well as the ability to interpret the impact on existing designs or implementations of new and/or changing business requirements.
  • Ability to work directly with data visualization tools (i.e. Microsoft Power BI), data mining, business analysis, modeling, visual display, dashboard design and reporting.
  • This position is responsible for moderate HHS agency/departmental coordination, as well as communication, with IT Applications, IT Infrastructure, IT Security, IT Audit, IT Administration and Finance, IT Procurement, contractors/vendors and other key stakeholders across HHS to ensure solution designs meet key business needs.
