Key Responsibilities of the Portfolio, Performance, and Strategic Planning Officer include (but are not limited to): Provide strategic and programmatic plans and budget support to the office’s activities. Support the Office in formulating, justifying, and defending the budget build. Develop and maintain spending plans. Reconcile spending plans with actual and planned expenditures and recommend options to address potential over- or under-utilization of resources. Stay current with Sponsor and Directorate Resource Management guidance and assist in creating and maintaining baseline practices and procedures that align with that guidance. Assist personnel in researching and resolving resource and budget issues and questions. Prepare supporting documentation for budget exercises, over-guidance, unfunded calls, and reprogramming. Assist with writing congressional language for submission into the Sponsor's program build. Perform short- and long-term financial trend analysis for the Office. Prepare briefings, budget, spend plans, and programmatic activity updates. Coordinate and respond to budget requirements and taskings. Collaborate with the Directorate Resource Management Team as required; attend resource meetings. Interface with executive-level management requiring the planning, presentation, and briefing of information. Demonstrate familiarity with Congressional processes.
