About The Position

SRNL’s Global Security Directorate (GSD) is seeking a highly motivated individual to serve as the Portfolio Manager supporting NNSA’s Office of Material Management and Minimization (M3 aka NA-23). SRNL delivers integral support to the M3 mission by leading key programs related to HEU (high enriched uranium) and plutonium minimization. SRNL, through research, innovation, and technology deployment, supports M3 initiatives in research reactor conversion, fissile material removal, and fissile material disposition designed to minimize the need for, the presence of, and the production of weapons-usable nuclear material around the world. Given SRNL’s extensive support for the M3 mission, this is an exciting opportunity and challenge to lead the growth and execution of a portfolio comprised of highly technical engineering and science projects supporting the U.S. Government’s advanced capabilities in international nuclear nonproliferation. The position reports to the Director, Portfolio Development Office, who is responsible for managing SRNL’s overall NA-20 DNN program.

Requirements

  • Bachelor’s degree in engineering or science with 12+ years’ experience serving in leadership positions for a US Government agency, national laboratory, or contractor in nuclear nonproliferation, safeguards, or nuclear forensics R&D.
  • Prior experience working with NA-23.
  • Prior experience as an R&D program manager.
  • Proven ability to write effective and winning white papers and proposals.
  • Outstanding communication skills, both written and verbal.
  • For ability to obtain and maintain a security clearance, US Citizenship is Legally Required

Nice To Haves

  • Advanced degree in engineering or science with 15 years’ experience serving in leadership positions for a US Government agency, national laboratory, or contractor in nuclear nonproliferation, safeguards, or nuclear forensics R&D.
  • Possession of a DOE Q security clearance.

Responsibilities

  • Mentoring and empowering a team of highly accomplished program managers, engineers, and scientists in R&D work covering a broad range of technical disciplines.
  • Maintaining and developing SRNL’s relationship with our NA-23 sponsor. This requires the ability to quickly build trust with others in senior government positions, to understand their mission space, and to respond with relevant technical ideas and concepts. The position will further require building solid relationships with other foreign countries and organizations whose material disposition needs are serviced by NA-23.
  • Fostering the development of highly technical white papers and proposals, making sure they are aligned with the NA-23 mission space, and effectively communicating these both in writing and in person to NA-23 federal program managers. Successful candidates must have a proven record of writing successful R&D proposals that have received funding.
  • Strategic planning to ensure that SRNL is positioned to meet the future and changing nuclear nonproliferation needs of the USG, including developing and maintaining program and project management plans.
  • Coordinating training for staff members on proposal writing, nuclear nonproliferation, project execution and management, and other subjects as needed to serve SRNL’s NA-23 research staff.
  • Effectively managing finances, university relationships, and other administrative responsibilities required to support many ongoing and future technical projects.
  • Participating in and collaborating with working groups and committees across DOE, other federal agencies, universities, and industries to enhance SRNL capabilities and address sponsor or end user needs.
  • Supporting significant domestic and international travel to represent SRNL’s NA-23 program at other national laboratories, U.S. government organizations, and foreign organizations.
