The Deputy Director for Program Policy within the Medicaid and CHIP Services (MCS) Office of Policy is seeking a Project Manager (PM) III to serve as a lead staff member of the MCS Program Policy team. The MCS Program Policy team develops and manages implementation of healthcare policy for Texas’s Medicaid and Children’s Health Insurance Program (CHIP). This position performs complex project manager work involving program and operational policy, and includes activities related to the implementation of the Centers for Medicare & Medicaid Services (CMS) Access and Managed Care regulations. This position will help Program Policy to plan projects efficiently and implement milestones and projects timely. This position is responsible for working across 8 Program Policy teams to coordinate the planning and initiation of projects at various levels of completion; monitor the progress and schedule of projects; and communicate with project stakeholders, management, and other relevant parties. This position works directly with directors, managers, and senior policy advisors to coordinate activities, and will assign duties and responsibilities and coordinate the work of project staff. This includes a range of responsibilities including: Develops project timelines for assigned projects, monitors and reports on progress, and updates timelines as necessary. Coordinates with internal and external stakeholders to create and update policies, procedures, contract requirements, administrative rules, business rules, and communications to external stakeholders and contractors. Coordinates with the internal and external stakeholders to schedule standing meetings, respond to policy inquiries, draft reports, and manage shared mailboxes. Assists in researching managed care organizations’ compliance with program policy contractual requirements. Participates in and helps to facilitate meetings with stakeholders, including managed care organizations, provider associations, people receiving services, and subject matter experts. This position works under general supervision, with moderate latitude for the use of initiative and independent judgment.
